House Bill 1091

  • 1002.82(n), F.S. – Adopt a program

assessment for school readiness providers that measures the quality of teacher-child interactions, including emotional and behavioral support, engaged support for learning, classroom organization, and instructional support for children ages birth to 5.

Differential Payment

  • Level of differential based on quality measures

  • Differential may not exceed a total of 15% for each

care level and unit of care.

  • No more that 5% of this 15% may be provided for

providers implementing Child Assessments

  • Providers below the minimum threshold for

contracting but are considered essential for meeting capacity needs are not eligible for the differential payment

Requirements for School Readiness Program Participation

  • All School Readiness Providers who serve

children ages birth to 5 years.

  • Minimum program assessment score is required

for participation. (Future Rule Development)

  • Coalition may waive minimum score if provider is

determined essential to local child care capacity needs and has an active quality improvement plan

Exemptions

  • Providers serving a small number of school readiness

children may be exempt

– Different requirement for facilities versus family child care homes – What should the number and/or percent be to exempt a provider?

  • Exemptions will be automatically applied and provider

can request an assessment if they would like to be eligible for a differential payment

  • If an exempt provider requests an assessment, the

minimum threshold for contracting will apply

Frequency of Program Assessments

  • At least annually, with exceptions
  • More frequent due to teacher turnover or change in
  • wnership

– What is an acceptable percentage for teacher turnover? – Suggest having a different percentage for facilities versus family child care homes – Will an assessment be needed if there is a change in ownership but little or no teacher turnover? – How long after a change should an assessment be performed?

  • Reporting for changes in teachers

Quality Improvement Plan

  • Scores within a certain range will result in

provider being placed on a Quality Improvement Plan for up to 12 months

  • Providers cannot be on a Quality

Improvement Plan more than two years in a five year period

  • Providers can be on a Quality Improvement

Plan for 3 years if they are deemed essential to meeting capacity needs (capacity needs assessed annually)
