Democratic Republic of Congo (DRC) CURRENT STATUS GHGI DEVELOPMENT AND REDD+ IMPLEMENTATION (1/3) DRC already submitted three national communications, namely its Initial (2001), Second (2009) and Third National Communication (2014) under the UNFCCC. Also, the Technological Need Assessment (2007) and Self-Assessment of National Capacity for Comprehensive Environmental Management (2008). Since 2017, DRC launched the preparation process of its First Biennial Update Report (BUR1), which is currently being prepared in parallel with the fourth GHGI, in particular the AFOLU section, and should be ready by June 2018

Democratic Republic of Congo (DRC) CURRENT STATUS GHGI DEVELOPMENT AND REDD+ IMPLEMENTATION (2/3) DRC’s REDD+ preparation phase is about to end and the country is now moving on to implementation phase. Under the CAFI, which started in 2016, REDD+ Integrated Program to mitigate deforestation and forest degradation was launched and planned to take place targeting eight provinces including Kwilu. Beside this, emission reduction program document of Mai-Ndombe program in FCPF has been approved in 2016 and the program has been implemented funded by the carbon fund. REDD+ initiatives to achieve emission reduction are now moving into full swing.

Democratic Republic of Congo (DRC) CURRENT STATUS GHGI DEVELOPMENT AND REDD+ IMPLEMENTATION (3/3) The DRC, with the support of their technical partners, have made good progress on the construction of this FREL document. The DRC’S FREL has been validated at the national level and submitted, in January 2018 , to the UNFCCC secretariat for the technical review process. The MEDD, through the Directorate of Sustainable Development (DDD) and Directorate of Forest Inventory and Management (DIAF) established the National Forest Monitoring System (NFMS) Platform involving all key stakeholders. DDD is currently working in the creation of a Climate Change Act that would contribute to strengthen institutional arrangements in order to exchange all the data that they produce with the other public entities...

Democratic Republic of Congo (DRC) ACHIEVEMENTS SO FAR THROUGHOUT THE PROJECT • Scoping mission in order to identify stakeholders and clarify the architecture of institutional arrangements • contribution to the revision of the interim report of GHGI / AFOLU The next steps and initial recommendations follow here below: ● The RRR+ project will support DRC, through the DDD in the creation of the Climate Change Act that will institutionalized the GHGI process, ● Various example from other countries where CfRN is active in the establishment of IA will be presented to DRC, ● RRR+ will make sure that the correct institutions are involved in the process and that no fundamental entities are left out. ● RRR + will organize in Accra, Ghana, a Technical training on QA/QC, Uncertainty analysis and Land use change matrix between experts from Ghana and the DRC
