- Small Business Program Eligibility Criteria:
- Small Businesses and Non-Profit Organizations
- 1-50 Full Time Employees
- Minimum $25,000 annual gross revenues (pre-flood)
- Was operating at the time of the flood event
- Has an eligible unmet need, after accounting for
DOB
- Experienced either a financial or physical loss as a
result of one of the 2016 flood events
- Phase I: Essential Services: gas stations, locally
- wned restaurants, daycares, healthcare providers,
grocery stores, etc.

- Eligible Uses of Funds:
- Working Capital (rent/mortgage, utilities, non-
- wner employee wages, inventory)
- Movable Equipment
- Construction-related expenses are NOT eligible
- Award Structure:
- Up to $50,000 loan for eligible unmet needs
- 80% repayable; 20% forgivable
- 0% Interest
- Up to 5 years repayment term
