  • Organization and links to markets
  • Farmer groups that can take advantage of value chain opportunities
  • Innovation, advice and information
  • Ability to assess risks and adapt to them
  • Conducive policy environment
  • Clear priorities, consistent implementation, reasonable governance, ministry coordination
  • Do these conditions exist?
