  1. October 19, 2016 CASBEE PROGRAM Yokohama City: Reporting System for Environmentally Friendliness of Buildings Ishii Akira Assistant Director, Building and Environment Coordination Division, Housing and Architecture Bureau, City of Yokohama, Japan 1

  2. Background of Development on CASBEE CASBEE stands for Comprehensive Assessment System for Building Environment Efficiency. It is a system that considers the environmental aspects of a building (environmental loads that affect the global or regional environment and quality or performance of the building that may help improve the surrounding environment) from various angles and is used to make a comprehensive evaluation of the building in terms of environmental performance. Environmental problems related to buildings Global warming (energy-saving measures), depletion of resources (measures for conservation of resources and for recycling), heat island effect (greening of buildings), depletion of the ozone layer (prohibition of CFC), room air pollution (measures for prevention of sick building syndrome), large-scale earthquake disasters (earthquake- proofing), air pollution, generation of noise, vibration, foul odors, loss of traditional townscape, environmental destruction due to land development What buildings are “ environmentally friendly” ? 2 Source: IBEC

  3. Development of CASBEE by the Tripartite Cooperation R&D: Japan Sustainable Building Consortium (JSBC)  Became a general incorporated association in December 2008 Promotion: Institute for Building Environment and Energy Conservation (IBEC) Architectural offices, Review Committee construction companies, established in April 2001 specialist contractors, Industry energy business companies, etc. Ministry of Land, Infrastructure, Transport and Tourism (Housing Bureau, Government Universities, Building Department, independent National Institute for Land administrative and Infrastructure Government Academia corporations, Management), Urban building research Renaissance Agency, institutes, etc. Tokyo Metropolis, Osaka Prefecture and others. 3 Source: IBEC

Outline of CASBEE - Q and L Inside the boundary Outside premises Q: Evaluation by L: Evaluation by environmental environmental quality of a building burden of a building Virtual boundary Consumption Exhaust, noise, of resources, waste heat, emission of drainage, etc. CO 2 , etc. Neighboring Neighboring building building 4

  5. Reconstruction into Four Major Evaluation Areas and Q and L To begin with, subjects of evaluation Q: Environmental quality of a building are classified into four major categories. Q1: Indoor environment  Energy Numerator consumption Q2: Service performance Classify and of BEE  Circulation of Q3: Outdoor environment reconstruct in resources (inside premises) terms of  Q (quality) Local environment and  Indoor L (load) L1: Energy environment Denominator L2: Resource and materials of BEE L3: Environment outside premises L: Environmental burden of a building A total of about 80 minor items are included in these four categories. There are many items that have both aspects of Q and L. Those items are therefore classified and reconstructed into Q and L. 5 Source: IBEC

  6. Environmental Labeling Using BEE A BEE value is indicated as the gradient of a straight line in this graph, and the gradient represents the degree of a building ’s sustainability. BEE=1.5 BEE=3.0 BEE=1.0 100 S A B+ Q : Environmental quality BEE = 1.2 Rank 53 of a building B- S: Excellent 50 A: Very good BEE=0.5 B+: Good B-: Fairly poor C: Poor C 44 0 50 100 0 L : Building environmental load 6 Source: IBEC

  8. Yokohama City’s Reporting System for Environmentally-Friendliness of Buildings Yokohama city ’s Reporting System for Environmentally-Friendliness of Buildings promotes the comprehensive improvement of the environmental aspects of buildings by recommending that the building owners to prepare “ reports on environmentally- friendliness of buildings. ” The Reporting System is composed of two layers, a reporting system and a certification system. Report for Environmentally-Friendliness of Building is prepared using the evaluation system CASBEE Yokohama, which is a version of CASBEE for New Construction (brief version) partly re-edited to match the needs of Yokohama city. CASBEE Yokohama [Detached House] is applied to detached houses. Designated building Non-designated building (buildings other than designated ones) Notification is mandatory. Notification is arbitrary. Building with a total floor area of Building with a total floor area of Detached 2,000 m 2 or more less than 2,000 m 2 houses (excl. detached houses) (excl. detached houses) Evaluated by CASBEE Evaluated by Evaluated by Yokohama [Detached House] CASBEE Yokohama CASBEE Yokohama Legal basis: Yokohama City Ordinance on Preservation Legal basis: Yokohama City Guideline on Notification under the Reporting System for of the Living Environment Environmentally-Friendliness of Building for Non-designated Buildings 8

  9. Reporting System and Certification System 1. Reporting System (launched in July 2005): Yokohama City Ordinance on Preservation of the Living Environment The ordinance stipulates that owners of buildings that have a total floor area of 2,000 m 2 must provide a self-assessment of their buildings, as per CASBEE Yokohama, to the city at the time of building planning. Evaluation results submitted to the city are also disclosed on the official website of Yokohama city. Since April 2012, owners of buildings with a floor area of less than 2,000 m 2 , including detached houses, are allowed to submit the assessment reports to the city if they so desire. 2. Certification System (launched in April 2006): Yokohama City Guideline on Evaluation and Certification System for Environmentally- Friendliness of Building Yokohama city certifies that a building is recognized as being a duly environmentally- friendliness of building, based on the evaluation of special advisors. This certification system is intended to promote CSR (corporate social responsibility) of building owners in regard to the environment and is applied to buildings if their owners wish. 9

  10. Important Points Emphasized by Yokohama City The city puts priority on the following four aspects, based on local characteristics (Energy Saving) Energy Saving Performance of Buildings (Resilience) Yokohama City promotes Consideration for Disaster reduction of energy Prevention consumption by the Yokohama City promotes household- and business measures to prepare for sectors, which is disasters such as earthquakes. (Smart Wellness Community) responsible for huge Healthy and comfortable amounts of greenhouse gas (Township and Townscape) working and living emissions. Contribution for regional environments and town development Yokohama City promotes useful Yokohama city promotes measures for urban development measures to realize green in order to enable its citizens to town development using realize good health and longevity. history and nature, based on We indicate “comfortable and Yokohama City’s performance workability” for non -residences for its unique urban design, and “healthy and sage” for which has been promoted multifamily housing and in other big cities. detached houses. 10

  11. Examples of Measures (other than detached housing) Utilization of natural energy • Photovoltaic generation • Solar power generation Reliability • Thermal storage system Consideration for townscape • Consideration for landscape of neighboring districts • Restoration and preservation of historic buildings High efficiency of equipment system • High efficiency lighting • Utilization of high COP heat source equipment Control of heat load of building • High performance glass • Blocking of sunlight by eaves • Improvement of thermal insulation Improvement of intellectual productivity • Communication space Consideration of regional characteristics • Provision of public squares and sidewalk-shaped open spaces as regional oasis Improvement of the thermal Upgrading of the service life of environment on the site components and members • Ensuring the green spaces and • Utilization of long life materials open spaces • Orientation to capture breeze Reliability • Emergency Preservation and creation of the water well biological environment • Biotope • Arrangement of waterfront Energy management system: BEMS Earthquake resistance / base isolation • Base isolation structure Reliability Reliability • Utilization of • Cogeneration system 11 rainwater
