What buildings are “environmentally friendly”?
CASBEE stands for Comprehensive Assessment System for Building Environment Efficiency.
It is a system that considers the environmental aspects of a building (environmental loads that affect the global or regional environment and quality or performance of the building that may help improve the surrounding environment) from various angles and is used to make a comprehensive evaluation of the building in terms of environmental performance.
Global warming (energy-saving measures), depletion of resources (measures for conservation of resources and for recycling), heat island effect (greening of buildings), depletion of the ozone layer (prohibition of CFC), room air pollution (measures for prevention of sick building syndrome), large-scale earthquake disasters (earthquake- proofing), air pollution, generation of noise, vibration, foul odors, loss of traditional townscape, environmental destruction due to land development Environmental problems related to buildings

Yokohama City’s Reporting System for Environmentally-Friendliness of Buildings
Yokohama city’s Reporting System for Environmentally-Friendliness of Buildings promotes the comprehensive improvement of the environmental aspects of buildings by recommending that the building owners to prepare “reports on environmentally- friendliness of buildings.” The Reporting System is composed of two layers, a reporting system and a certification system. Report for Environmentally-Friendliness of Building is prepared using the evaluation system CASBEE Yokohama, which is a version of CASBEE for New Construction (brief version) partly re-edited to match the needs of Yokohama city. CASBEE Yokohama [Detached House] is applied to detached houses.

- 1. Reporting System (launched in July 2005):
Yokohama City Ordinance on Preservation of the Living Environment
The ordinance stipulates that owners of buildings that have a total floor area of 2,000 m2 must provide a self-assessment of their buildings, as per CASBEE Yokohama, to the city at the time
- f building planning. Evaluation results submitted to the city are also disclosed on the official
website of Yokohama city. Since April 2012, owners of buildings with a floor area of less than 2,000 m2, including detached houses, are allowed to submit the assessment reports to the city if they so desire.
- 2. Certification System (launched in April 2006):
Yokohama City Guideline on Evaluation and Certification System for Environmentally- Friendliness of Building
Yokohama city certifies that a building is recognized as being a duly environmentally- friendliness of building, based on the evaluation of special advisors. This certification system is intended to promote CSR (corporate social responsibility) of building owners in regard to the environment and is applied to buildings if their owners wish.

Important Points Emphasized by Yokohama City
The city puts priority on the following four aspects, based on local characteristics
(Energy Saving) Energy Saving Performance of Buildings Yokohama City promotes reduction of energy consumption by the household- and business sectors, which is responsible for huge amounts of greenhouse gas emissions. (Smart Wellness Community) Healthy and comfortable working and living environments Yokohama City promotes useful measures for urban development in order to enable its citizens to realize good health and longevity. We indicate “comfortable and workability” for non-residences and “healthy and sage” for multifamily housing and detached houses. (Resilience) Consideration for Disaster Prevention Yokohama City promotes measures to prepare for disasters such as earthquakes. (Township and Townscape) Contribution for regional and town development Yokohama city promotes measures to realize green town development using history and nature, based on Yokohama City’s performance for its unique urban design, which has been promoted in other big cities.
