Key Disaster Impacts: Overview • Nepal is most vulnerable country to a variety of natural hazards, including earthquakes, floods, landslides, fires, thunderstorms, avalanches, and glacier lake outburst floods like other countries in South Asia. • Nepal is one of the most earthquake prone country and it stands at 11th rank for earthquake risk in the world. Nepal has been experiencing a major earthquake in every few generations. • Nepal was hit by the earthquake in 1255 AD, first recorded earthquake as per the history that killed one third population of the Kathmandu valley and killed the king of Nepal (Abhaya Malla). • In 1934, Nepal experienced the last major earthquake of magnitude 8.4 rector scale that resulted with more than 10,000 deaths in Kathmandu Valley and huge losses of infrastructures including major heritage sites. Since 1934, earthquakes hit Nepal in 1980, 1988 and 2011 with high impact causing sever human and property loss in different part of the country.

Key Disaster Impacts: Overview 2015 Earthquake • Nepal was struck with earthquake of a magnitude of 7.6 rector scale on 25th April 2015, claimed death of over 8800; injured more than 22000 people; some 3 million of people have displaced and over 800,000 houses are either destroyed or damaged • It has been estimated that the total value of disaster effects due to the earthquake was equivalent to US$ 7 billion. The Nepal Earthquake Post-Disaster Needs Assessment (PDNA) estimates that the total value of disaster risks reduction system effects (damages and losses) caused by the earthquake is equivalent of US$ 1.55 million. The impact of the last earthquake and other recurring disasters has demanded to pay more attention for investing in capacities and resources for effective disaster risk management in Nepal.

Current Status Mainstreaming DRR in Sustainable Development Planning • Globally, 2015 was marked by various global agenda i.e. Sendai Framework for DRR, Financing for Development, Sustainable Development Goals (SDGs) and COP21. • Priorities under each global agenda, including latest 2016 World Humanitarian Submit, are mutually reinforcing and has been guiding Nepal to further prioritize for the country’s resilient and sustainable development. • National Planning Commission has already taken steps to address disaster risk management as part of the nation’s long -term Sustainable Development Goals as well as the new periodic planning process. • Risk is largely the result of unsustainable & inadequately risk informed development practices, the involvement of planning and fund allocation. • Nepal has realized that the planning and budgeting are prerequisite for the success of disaster risk management system that ensure integration of risk considerations into sectoral development planning process at national to local level.

Current Status Mainstreaming DRR in Sustainable Development Planning • 14 th National Development approach paper has been prepared considering DRR priorities in the each development sector. • Standalone chapter has been created for DRM, environment & CCA to guide development ministries and assign key role to the focal ministries. • Process has been initiated to detailing the 14 th plan, being prepared under SDG perspectives, ensuring well incorporation of DRM issues. • National M & E Framework that has enriched with broad DRM indicators will be reviewed with new inputs from upcoming 14 th plan being prepared in view of SDG, Sendai and COP21.

  6. Efforts to Mainstream DRR in Sustainable Development Planning • NPC Taking lead to mainstream DRR into national development process. Sector ministries and local authorities are provided with guidelines to mainstream DRR priorities into annual development process. • Ministry of Home Affairs being nodal ministries for DRM, has stablished DRR focal point system in ministries and departments. • Training, workshop and meeting are conducted for focal point system to enhance the capacity • National training institutes have empowered on DRM capacity and institutionalized the training courses.

Efforts to Mainstream DRR in Sustainable Development Planning • National Strategy for DRM 2009, Guidelines, tools and action plans to mainstream DRM into national & local development process prepared and being practiced. Disaster Risk Management plan at DDC, municipality and VDC levels are prepared. • All 75 districts have prepared preparedness and response plan and being updated every year before monsoon. • Universities such as TU, KU have incorporated DRM into their high degree curriculum. Many action researches (community work, thesis and case study) have been conducted. • National library under TU has established knowledge management center for DRM and provided opportunity to share knowledge to faculties and professionals. • Development partners, UN Agencies and I/NGO as well as civil society working closely with the government for DRM for resilient development.

Challenges in Mainstreaming DRR into Development Planning • Insufficient capacity: institutional, skill and technical knowledge on DRM • Lack of adequate Financing: Priorities are on infrastructure sectors rather than other like DRM. • Lack of appropriate policy: sectoral development policy doesn’t harmonize with DRM needs and understanding. • Gaps on knowledge for Mainstream: Some actions for DRM piloted but couldn’t replicated into broad development.

Challenges in Mainstreaming DRR in Development Planning • Unable to develop National framework on DRR • Low common understanding to integration DRR and CCA in sectoral development planning and implementation • Lack of monitoring from DRR lance • Poverty, so that people not able to invest on DRR

  10. Support Required for Mainstreaming DRR in Sustainable Development Capacity – Institutional system: Dedicated institution, staff team, Institutionalize DRR into the functions, – Skill: Exposure, training and Awareness at different levels and for institutions – Knowledge: tools, techniques and knowledge sharing mechanism

  11. Support Required for Mainstreaming DRR in Sustainable Development Development Policy and practices; • Harmonize current local, sectoral and nation national development policies with DRM priorities and need • Pilot DRM priorities into key relevant sectors such as Agriculture, Environment, Education, Local development, Irrigation, Forest and replicate the lesson into broad development process. • Awareness to the community and their engagement for planning and implementation. • Political commitment on Risk Informed Development.
