Background: Senior Campus Site As a consequence to proposals received pursuant to RFP#794 issued by Miami-Dade County (the County), Related Urban Development Group (Related) was awarded the 22-acre Senior Campus site for development. The 22-acre site is composed of two folios (folio #01-3135-021- 0160 on the west and folio #01-3135-047-0010 on the east) as indicated on attached Property Appraiser’s printout for each folio. The development approach will is expected to incorporate mixed-use, mixed-income and mixed financing (federal and other funding sources). There are currently three public housing developments onsite: Robert King High (315 units), Haley Sofge (475 units), and Martin Fine Villas (50 units) totaling 840 dwelling units onsite. In addition to the dwelling structures, there are several non-dwelling structures that are used for

  • ffice space, special use space.

  • The developer has compiled the financing for the Martin Fine Villas development, and

disposition of the site (see two attachments identifying area disposed) has already been approved by the County and HUD. Financial Closing occurred February 2017. The seven (7) abandoned non-dwelling structures, known as the “alphabet” buildings, will be demolished to make room for the new structure containing 104 dwelling units. The residents of the existing Martin Fine Villas will transfer to the new building, once the Certificate of Occupancy has been issued.

  • The remainder of the site is available for redevelopment and is the area for which a

charrette process would be necessary.

  • The annual Operating Subsidy received from HUD for the public housing units not

currently being disposed (i.e. Robert King High and Haley Sofge) is $3,539.86 for Haley Sofge and $3,456.74 for Robert King High for each public housing unit.

Historic Historic Pr Prese eserva vation tion:

  • It is the consultant’s opinion, Mr. Robert S. Carr, that Preservation is recommended for

historic structures DA14817 (Robert King High Towers), and DA14819 (Community Center).

  • Any maintenance or renovation should follow Secretary of the Interior Guidelines and

include preservation and restoration of all defining historical features, including exposed structural members, exposed and textured surfaces, ornamental patterns, and original

  • material. Features such as the exterior aluminum jalousies should be as originally

installed, likely unpainted, and replacement parts if unavailable should be replicated.

  • Any proposed renovation or demolition will be subject to Section 106 review by both the

State Historic Preservation Office (SHPO) and Federal agencies. It is recommended that any plans affecting the historic sites be reviewed by the City of Miami Historic Preservation Board.

Archaeological Preservation:

  • A Phase II archaeological assessment should be

conducted of any part of the archaeological site that is adjacent to or overlaps the project area, or of any part of the area of archaeological sensitivity where ground- disturbing activities are proposed.

  • All ground-disturbing activities within 200 feet of the

archaeological area of sensitivity should be subject to monitoring by an archaeologist.

  • The natural ridge contours, elevation, slope, and

associated features should be preserved and not obscured by fill or new construction.

  • If human remains are uncovered, then the provisions of

Florida Statute 872.05 will apply.
