OVERVIEW

  • The impact of COVID-19 has differed across the State and the nation.
  • While some counties are still in the initial stabilization phase in California
  • There are a number of less affected counties., including Glenn County.
  • The California Department of Public Health (CDPH) has provided a

method for counties to demonstrate an ability to protect the public and essential workers, in order to move through Stage 2 of California’s Roadmap to Recovery at a faster pace than the state as a whole.

  • It is essential for our community to move from Response to Recovery &

Sustainment phase.

  • Our response has diminished due to inactivity of the virus.
  • Recovery now will promote the overall health and well-being of our

community and provide the ability for our small, rural community to survive.

INDICATOR BASED RECOVERY & SUSTAINMENT

  • CDPH Readiness criteria is based on 6 health based indicators or

benchmarks

  • Indicators are designed to:
  • Ensure our ability to care for the sick within our hospitals,
  • Prevent infection in people who are at high risk for severe disease,
  • Build the capacity to protect the health and well-being of the pubic, and
  • Reduce social, emotional and economic disruptions

COVID-19 CASES, CONTACT TRACING, TESTING

  • COVID cases: 6 total cases over 7 weeks. 1 active case.
  • Metric Max 2.9 cases in past 14 days for our population of 29,132
  • Contact Tracing: 9 PH trained tracers, 4 additional EH/OES.
  • Metric Minimum 4 contact tracers for our population
  • T

esting: Performed 162 tests in 8 weeks. Testing increasing as criteria for testing loosened & testing kits available in past 14 days.

  • Metric: 44 tests/day for our population
  • 5 test sites available in County, 2 State test sites within 30 minutes
  • Testing numbers will increase due to availability

HEALTHCARE SURGE & RESOURCES

  • HC Surge: Glenn Medical: is a 25 bed hospital, licensed for 47 beds, and

able to further surge up to 65 beds during a disaster. 40 bed surge capacity

  • Metric minimum: 35% surge capacity or 16.5 beds
  • Resources: PPE available to protect essential workers (1st responders,

healthcare, social services) who serve patients and vulnerable or high risk populations

  • Metric sufficient PPE supply for next 14 days

VULNERABLE POPULATIONS

  • Homeless: Provide emergency housing for 15% of residents experiencing

homelessness that are at-risk for COVID-19 due to exposure

  • Metric minimum: Ability to house 9 people experiencing homelessness with

exposure to COVID-19

  • Able to meet and surpass this metric through Project Rm Key

DISEASE MANAGEMENT

  • Glenn County Public Health has a detailed plan to guide response to an infectious

disease emergency, entitled the Glenn County Special Pathogens Infectious Disease Emergency Response Plan (SPIDER).

  • The SPIDER Plan provides guidance and procedures for the identification, investigation,

and mitigation of highly infectious disease including emerging or novel viruses, such as SARS-COVID 19.

  • The SPIDER plan provides public health with a series of mitigation and containment

measures that can be implemented to minimize the spread of infectious disease in the community.

DISEASE CONTAINMENT

  • Triggers for prompting the increased use of mitigation and containment

strategies:

  • Illness outbreak of more than 5 unlinked cases in a 14 day period
  • Illness (multiple cases) in a Skilled Nursing or Long Term Care facility
  • Increased COVID-like illness as reported healthcare partners in a situation reports

and EMS data

  • Increased exposure from a documented case (i.e. positive case exposed multiple

people at a workplace or other identified point source)

  • Increase in COVID deaths

SURVEILLANCE

  • The following data sources will be used for surveillance and monitoring for

disease activity:

  • Regional medical and EMS data will be monitored
  • Local healthcare facilities will continue to provide at least weekly situation reports
  • Local and regional testing will be monitored
  • Case investigation and contact tracing will be conducted
  • Coroner reports will be reviewed
  • The data sources are currently reviewed daily by the EOC – Public Health branch.

DISEASE MITIGATION MEASURES

  • Should an increase in illness occur, targeted mitigation measures will be

employed as determined by Public Health. This could include one or more of the following:

  • Increased monitoring of exposed contacts
  • Stricter quarantine of contacts
  • Increased recommended use of PPE
  • Recommended reduction in worksite staff
  • Sanitation of a specific facility
  • Closure or partial closure of a specific facility
  • Recommended reduction in social gatherings
  • Closure or partial closure of congregate settings
  • Return to takeout only options for restaurants
  • Cancellation of non-essential travel
  • Cancellation of elective procedures

REOPENING PLAN OVERVIEW

  • There are four phases of the pandemic reopening process.
  • In addition phase two is broken into a phase 2A and 2B to allow for local variation from the

State Stage process.

  • The implementation of this variation will only take place following the completion of this

formal application process through the State.

  • This plan is a phased plan that will allow for a slow and steady pace to return our

community to normal operations. This is necessary to continue to limit the spread of COVID-19 disease and to meet State guidelines.

FOUR PHASES OF THE GLENN COUNTY PLAN

  • Phase 1:
  • State Stay at Home Order in place. Release date: May 8, 2020.
  • Phase 2A:
  • Opened May 8, 2020.
  • The State outlined a resilience roadmap for modifying the Stay-at-Home Order. As of May 8,

2020 the State indicates the following are allowed with no local action. Review the State guidance online for full details.

  • Curbside retail, including but not limited to: bookstores, jewelry stores, toy stores, clothing stores,

shoe stores, home and furnishing stores, sporting goods stores, antique stores, music stores, florists.

  • Supply chains supporting the above businesses, in manufacturing and logistical sectors.
  • Limited outdoor recreation

PHASE 2B – WITH VARIANCE

  • Lower Risk Workplaces & Childcare reopening in 2B
  • Personal services, limited to: car washes, pet grooming, tanning facilities, and

landscape gardening.

  • Office-based businesses
  • Includes preventative med & dental
  • Dine-in restaurants – restricted to 50% capacity
  • Retail store – limited capacity
  • Outdoor recreation – individual activities, no team or congregate
  • Childcare – limited groups of 10 or less
  • Animal Care Services

PHASE 2B – WHAT SHOULD REMAIN CLOSED

  • Gyms and fitness centers
  • Personal care services to include: Cosmetology, barbers, tattoo parlors, massage
  • Bars

  • Schools, Camps, Churches, synagogues, mosques, temples, Theaters, Fairs, Outdoor spectator

ATTESTATION THROUGH CDPH – LOCAL VARIANCE

  • Glenn County meets or exceeds each metric identified by CDPH to apply for a Local

Variance to progress through State Stage 2

  • Glenn County has completed the required pre-submission technical assistance phone call

with CDPH

  • Glenn County has completed the Local

Variance Attestation form and optional Recovery & Reopening Plan. Both have been signed and authorized by the Health Officer.

  • Our local hospital has submitted a Letter of Support
  • Last item needed before submission: Letter of Support from the County Board of

Supervisors supporting our attestation for Local Variance

ACTION & TIMELINE

  • All signed documents will be submitted to CDPH for review
  • The attestation documents will go through a 2 stage review by CDPH
