No Child Left Behind

O Recap from last year…

O Frustrated by what he called a "slow motion

O 82 percent of U.S. schools would be labeled

New Jersey and the Waiver Process

O In order to waive certain provisions of NCLB, NJ

had to adopt 4 principles:

O Adopt College and Career Ready Expectations for

All Students (CCSS and PARCC)

O State-Developed Differentiated Recognition,

Accountability, and Support System (priority, focus, and reward)

O Support Effective Instruction and Leadership (new

evaluation system-Marzano)

O Reducing Duplication and Unnecessary Burden

(less paperwork)

How Are Schools Measured?

O Schools fall into 4 categories

O

Priority: 5% of NJ’s lowest performing schools

O

Focus: 10% of NJ’s schools with the largest achievement gaps

O

Reward: Schools that significantly close their achievement gap or are continuously high performing

O

“Other”: Don’t fall into any of the above groups (“Other” is good)

O Initial status determined by the 2011 NJ ASK tests and the 2010

11th grade HSPA cohort

O New Jersey’s approved Elementary and Secondary Education Act

(ESEA) Flexibility Request requires that the State implement an accountability system with differentiated recognitions, interventions and supports. Schools that did not meet their 2012 Progress Targets must develop a plan detailing how they will address the needs of student populations that did not meet their progress targets and other measures of student performance.
