  1. Proposal for the presentation of a European project for the study and implementation of a new information system in real - time used by all European travelers though deaf and dumb Giovanni Saccà Project SAFET (Smart Assistance For European Travelers ) This project takes its cue from what emerged during the conference on " Disability and Transport " held in Verona Friday, June 7, 2013 organized by the Italian College of Railway Engineers ( C.I.F.I.) - Section of Verona , the Board of Railway Administration Italian ( C.A.F.I.) - District Veneto and by the Order of Engineers and the Province of Verona - Committee on Transport and Roads , with the collaboration of Social Services , the family and equal opportunities of the City of Verona. The proceedings of this event were published on the websites of the organizers in the section " Conferences " ( www.cifi.it , www.cafi2000.it and http://ingegneri.vr.it/ ), among which we note the website http://www.cifi.it/UplDocumenti/Verona070613.htm as well as the journal Transmitworld, attached to this article. That information was widely disseminated on the internet and in newspapers by the associations of the disabled, who attended the event . On that occasion it was pointed out several times that the services designed to solve the problems of people with disabilities improve the lives of all. Among other requirements it became clear that the demand for deaf and dumb to be informed in real time , especially in situations in which they occur anomalies travel and even more so in emergency situations . Currently these messages in stations , airports and trains are normally issued through recorded announcements . Only where you have installed the appropriate monitor or display , you can read these messages, which are not always promptly read by those concerned. Besides, monitors and displays can now be considered obsolete in terms of information capacity than the individual devices that modern technology has already placed on the market . In addition, the cost of such fixed installations and their service life is not always justified (eg the number and size of the plants of arrival and departure of public and private transport ), while the increasingly widespread diffusion of smartphones might suggest that in the near future the majority of travelers can be equipped with such individual devices . This will allow, among other things, the capillary diffusion and timely information of interest for the single traveler filtering them among all those of interest to other travelers . Think of the recorded announcements at the station , airports , communications branched via the media type of broadcasting for motorists , etc. . The modern technology along with the spread of PCs, Tablet and especially the smartphone makes it possible to suggest the creation of a European information service , real-time , multi-lingual , dedicated to transport , can also be used by the deaf and dumb , unable to resolve a number of problems common to all travelers, starting from the experience gained in similar services developed , in part, on other continents (see, for example :

  2. http://www.liveassistance.com/live_travel.php) . This service complements the existing services of the Call Center , to be done only through writing. This feature will allow, among other things, the deaf and dumb to be able to take advantage of a European standard dedicated to all travelers. To reduce the response time of the operator can be used as an aid recognition systems , translation and speech synthesis as an interface. The traveler must be able to use the new service in their own language in all European countries . The new service , which is managed outsourced to specialized companies will be able to solve the problems of the traveler during all phases of travel: 1 ) Request for info from the Origin-Destination ( door to door service ) ; 2 ) Request for purchase of tickets and their confirmation ; 3 ) Request information to be able to go from the current position of the traveler to the point of commencement of travel (train , station , port, airport, etc.). Including ancillary services, assistance for the disabled ; 4 ) Real-time information on the movement of the means chosen (bus , train, plane , ship, etc. . ), Including warnings, alarm , delay , change of itinerary, etc. . ; 5 ) Reporting of problems traveling to the Service and submission of any complaints during or at the end of the journey . This service may be included among those reported by the European Commission on the site http://ec.europa.eu/transport/passenger-rights/it/index.html and the corresponding European App for Android, Apple, WP7 , WP8 and Blackberry. The trip is an area where people love to interact with a real person to be reassured and tours during all phases. The project SAFET the subject of this document , aims to reduce the problems and concerns of increasing traveler satisfaction of being able to travel while remaining in constant contact with a European standard service . Having an available operator through a system of on-line chat allows a better relationship with your customers , assuring them that all is well in accordance with their travel plans and that in case of need to have the appropriate education to overcome the unexpected delay . The fully web based system will be usable by all web browsers PCs, Tablet and Smartphone. If the phases that precede and follow the journey can be managed remotely via the assistance of call center and online chat , dealing with traders using the information on the sites of transport companies , which manage the various parts of the journey of caller. The most critical step , especially for a deaf-mute or a traveler with problems for foreign languages , is that of the journey , which must be particularly careful to give real-time all the assistance they need, wherever they are , during the trip. This service to be useful to the traveler should be as automated as possible in

  3. order to communicate in real time all the important information relative to the selected travel . For this service, which is carried out clearly on the move , are particularly important new features of smartphones , which , taking into account the location of the device, allow the automatic reception of messages ( text, images , html pages , email, etc. . ) And their timely reading as they are able to draw the attention of the traveler also via special vibration. Consider, for example to ads exchange binary, establishment of alternative services, suppression of the flight, to danger due to accidents, terrorist attacks or natural disasters. Consider the importance of establishing a coordination of emergencies in which civil protection and the competent authorities to send out customized information widely , taking into account the position in which the person is involved in an emergency situation . The information in real-time should be provided automatically by the information systems of the Control Rooms of the managers of the infrastructure ( road / highway , railway, airport , port , etc.). Standardized manner at European level. In addition, the companies that manage transport should have the possibility to integrate this information with others in a position to assist the customer in case of need . The project SAFET , after having surveyed and examined the systems currently in operation, will map the features already developed and to be developed up to propose new European standards tested and field-tested for a reasonable period of time. The ultimate goal that arises SAFET the project is to improve and standardize the current Assistance to European travelers using modern technology . To avoid excessive information the traveler , for your journey , will be able to choose the level of information to be his favorite among the following , the first of which is mandatory : 1. Information essential to the continuation of the journey to your destination ( excessive delays , need to change route, alarms, etc.). 2. Information on the progress of trip even in the case of regularity within the set limits acceptable to the traveler; 3. Auxiliary information on additional services usufruibili by the client; 4. Advertising for your chosen itinerary . The service SAFET , after a suitable experimental phase , can be managed fee to pay back the investment or at least balance them . Given the importance of the first type of automatic information , they will be part of the service required to be given to the traveler, while the other could be operated at full charge. Obviously the cost of the advertising information will have to be borne by those who do publicity, so that will help reduce the cost of the system , having the obvious advantage of making known their services to travelers (think of the possibility to book a hotel or a ' car on arrival , to buy tickets to an event, to give gifts to purchase electronic devices or other). For the success of the project will adhere groupings of various European nationalities consist of: 1. Company transport ( road, rail, air, sea and inland waterway ) ;
