New Mexico Trade to Mexico Highlights

 New Mexico Exports to Mexico grew by 68% from 2018 to 2019. NM led the nation in export growth.  In 2020, exports to Mexico are up by 11% vs 2019 through June.  Since 2010, Exports to Mexico have grown by more than 300%.  Mexico makes up close to 50%

  • f NM’s Export Destinations.

Investments along the border totaled more than $200 million, in 2019 and 2020, and created more than 1,000 new jobs.  The Santa Teresa Port of Entry ranks fifth in trade volume on the entire US-Mexico border—and is nearing 4th  The Columbus POE saw a 19.8% increase in total trade from 2018 to 2019.

New Mexico Border Highway Connector: (St. Francis Extension)

  • This is a coordinated project with NMDOT.
  • NMBA will publish an RFP to complete the feasibility and design of the project

that creates a connection between Domenici Hwy (NM #136) and McNutt Rd(NM #273). Project will be shovel ready.

  • Benefits:
  • Improves access to NM from major road arterials in El Paso, including the Border West

Expressway.

  • Will significantly reduce traffic pressure off of the intersection at Artcraft Road and Interstate-

10.

  • Increases traffic to Sunland Park—creating opportunities for increased retail and GRT for the
  • state. This is a priority project for the City of Sunland Park!
  • Reduces truck traffic on McNutt Rd. near schools and residential areas.
  • Reduces congestion at El Paso crossings by attracting more commuters from Chihuahua to the

STPOE.

  • Creates a border connector between Animas, Columbus, Santa Teresa, Sunland Park and El

Paso.

  • Estimated Construction cost: ≈$25,000,000

STPOE Expansion & Modernization

The NMBA supports the expansion and modernization of the Santa Teresa Port of Entry:

  • Currently, the NMBA is working with the NM delegation

to secure funding for design of the project and full construction. Priority projects include:

  • Expansion and widening of inbound commercial lanes to

include eliminating all obstructions and eliminating 90- degree angles.

  • HAZMAT containment site.
  • Oversize and overweight commercial lanes.
  • Pedestrian traffic enhancements for safety.
  • Non-intrusive Inspection Technology.
  • LED signage for POV and commercial traffic lanes.

Estimated Cost: Design ≈ $9 Million; Construction: ≈ $125 Million.

Port Safety and Business Recruitment initiative at the STPOE

Scope of Work:

  • Construction of a HAZMAT containment site at the

Santa Teresa Port of Entry in case of a spill.

  • NMBA is seeking state funding to fund the project

and transfer to CBP via federal Donations Acceptance Program Benefits:

  • Spill control: hazardous materials, including fuel, that

is found leaking would be retained safely in a designated containment area on the north end of the port

  • Protects the environment and enhances safety of CBP
  • fficers and customers at the port.
  • The project is currently being designed by CBP.
  • A new designated HAZMAT port will reduce

pressure at the Ysleta-Zaragosa Port of Entry.

  • Increases Commercial Traffic and Economic

Development Opportunities in NM = Jobs.

Columbus Berm Project Update:

  • The NMBA secured $5 Million in Capital Outlay funds to construct a flood

protection berm west of the Columbus POE.

  • The project was redesigned since the initial design called for a $7 Million

dollar investment.

  • Projected ground breaking: Spring of 2021.
  • Benefits:
  • Flood protection for the newly completed Columbus POE: + $85M federal

investment.

  • Protects trade across the U.S./ Mexico border and reduces disruptions in traffic.

Border Authority Facility Enhancement Project. Scope of Work:

  • Prepare a portion of a parcel adjacent to the

NMBA Offices to build a Parking Lot for Public Access, including access controls, sidewalks, landscaping and lighting for the users.

  • The STPOE POV is requiring an expansion of

their staff parking areas and plan to fence current public parking.

  • Benefits:
  • Provides a safe, welcoming parking area for

regular users and visitors.

  • Creates a safe corridor to the POE
  • Provides a more welcoming image of the

state.

  • Creates a new revenue stream for the state of

New Mexico.

NM Welcome Plaza

Long term revenue plan: the NMBA Welcome Plaza will make available commercial space for lease. Commercial space will be added in phases. Potential retailers:

  • Currency exchange
  • Vehicle insurance providers
  • Convenience stores
  • Fast food or sit-in restaurants
  • Bargain stores
  • The plaza can include public art or

monument and landscaping to provide a welcoming space for visitors and local workers.

Additional Revenue Generating efforts:

  • Proposed Hazmat Fee: the NMBA is working with NMDOT to create a small fee

that would be imposed only on commercial vehicles carrying HAZMAT cargo through the STPOE—examples include fuel, paint, coke syrup and airbags.

  • Based on NMDOT’s Border Special Fuels Tax.
  • Commercial traffic at the Santa Teresa POE is expected to increase by 100 to

200 commercial vehicles daily.

  • The fee would be collected by NMDOT and distributed yearly to the BA. Funds

could support economic development projects along the New Mexico border— and be used for equipment needs by local HAZMAT emergency responders.

  • The STPOE expects to begin allowing HAZMAT cargo through the POE

beginning this fall. The other HAZMAT port in the region is at capacity.

  • Ongoing effort: continue making better use of and increasing profits from our

existing parking lot facility and office space.

Other activities

The NMBA hosted a congressional field hearing on investments needs at our ports of entry with U.S.

  • Rep. Xochitl Torres Small.
  • Major outcome: The STPOE was selected as the site of

Non-Intrusive Inspection (NII) technology demonstration project.

The NMBA organized a discussion with U.S Senator Martin Heinrich and border industry representatives.

  • Major outcome: U.S. Senator Martin Heinrich is

leading efforts in congress to fund an expansion and modernization of the STPOE.

The NMBA joined Luna County in applying for a federal BUILD grant that could invest an additional $12 Million in the region: Announcement expected in September 2020.
