Institutional Framework of the 2017 Call for Proposal (CfP) • The Ministry for Europe and Foreign Affairs (MEFA) is the main institution coordinating this CfP from the content point of view as the leading Ministry in the implementation of the EU Integration Facility 2017 and ensures close cooperation and coordination with the CFCU and the grantees during all stages of CfP’s implementation. • The Ministry of Finance and Economy , its General Directorate for Financing and Contracting of EU, World Bank and Other Donor Funds / Central Financing and Contracting Unit (CFCU) will be the Contracting Authority for this CfPs and will be responsible for all procedural and administrative aspects of the tendering process, contracting matters and financial management including payment of project activities. Global objective of the IPA II 2017 Call To strengthen capacities of civil society organisations in the sectors of consumer protection, environment and climate change, enhancing their role of competent, transparent, effective civil society actors that are accountable as well as enhancing interaction with state/public institutions to make a contribution to EU-related policy making in these sectors. Specific Objectives of the IPA II 2017 Call • Increase the involvement of civil society organisations and relevant stakeholders with a track record in the areas of consumer protection, environment and climate change in the process of planning acquis transposition, policy change and institutional restructuring • Enhance the CSOs and relevant stakeholder’s interaction and dialogue in the accession negotiations process , as well their capacities to monitor the process of European Integration through the participation in the ‘European Integration Platform of Partnership” • Disseminate information , sensitise local actors and the wider public, educate and mobilise local grass roots organisations and provide advocacy in the areas of consumer protection and environment and climate change. Financial allocation under this Call for proposals is EUR 700,000 • The contracting authority reserves the right not to award all available funds. • Lot 1: Support CSOs and stakeholders with track record of advocacy in consumer protection - EUR 300.000 • Lot 2: Support CSOs stakeholders with track record of advocacy in environment and climate change - EUR 400.000 The proposed action may address issues from more than one Lot, but it must clearly fall under one Lot. Eligibility Criteria (three sets) 1) THE ACTORS: • The ‘ Lead Applicant ’, (LA) i.e. the entity submitting the application form • if any, its co-applicant (s) (where it is not specified otherwise the lead applicant and its co-applicant(s) are hereinafter jointly referred as ‘applicant(s) • and, if any, affiliated entity (ies) to the lead applicant and/or to a co- applicant(s) 2) THE ACTIONS: • Actions for which a grant may be awarded (2.1.4) 3) THE COSTS: • Types of cost that may be taken into account in setting the amount of the grant (2.1.5) This project is funded A project implemented by ARS Progetti 7 by the European Union

The Lead Applicant must: • be a legal person (individuals are not eligible, nor are informal alliance or initiatives without legal status), and • be non-profit-making , and • be a civil society organisation, such as non-governmental organisations (NGOs) with a proven track record of advocacy in consumer protection and/or environment and/or climate change, and • be established in the Republic of Albania, or in a Member State of the European Union, in an accession or official candidate country as recognized by the European Union or in Member State of the European Economic Area. • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary. IMPORTANT NOTICE • The CSO’s awarded through IPA 2015 Call for Proposal reference EuropeAid/161968/ID/ACT/AL are excluded from this call. • For both LOTs, the lead applicant may act individually or with co-applicant for grants of a value of EUR 60,000 or less. • For both LOTs, the lead applicant must act with a co-applicant for grants of a value exceeding EUR 60,000. • No more than 3 applicants , including the lead applicant, are allowed. This requirement is the same for both LOTs. • Location of the action: Republic of Albania This project is funded A project implemented by ARS Progetti 9 by the European Union

Number of applications and grants per applicants / affiliated entities • The lead applicant may not submit more than one application under this Call for Proposals. • The lead applicant may not be awarded more than one grant under this Call for Proposals. • The lead applicant may not be a co-applicant or an affiliated entity in another application at the same time. • A co-applicant/affiliated entity may not be the applicant or an affiliated entity in another application at the same time. • A co-applicant/affiliated entity may not be awarded more than one grant(s) under this Call for Proposals. • Financial support to third parties - applicants may not propose financial support to third parties. Co-Applicants, Affiliated entities, Associates and Contractors • C0-Applicants: must satisfy eligibility criteria as applicable to the lead applicant himself • Affiliated entities: must satisfy the same eligibility criteria as the lead applicant and the co-applicant(s) • Associates: Other organisations or individuals may be involved in the action. Such associates may not receive funding from the grant, with the exception of per diem or travel costs. Associates do not have to meet the eligibility criteria referred to in Section 2.1.1. • Contractors: The beneficiaries and their affiliated entities are permitted to award contracts. Associates or affiliated entity(ies) cannot be also contractors in the project. Contractors are subject to the procurement rules set out in Annex IV to the standard grant contract. Eligibility criteria: Types of Actions • Contribution to the extensive participation of CSOs and stakeholders in the European Integration Platform of Partnership and encourage and support the involvement of CSOs, and grass roots organisations, in the EU accession process • Enhance the interaction, exchange of experience and cooperation among CSOs and institutions at central and/or local level, including enhanced access to information on public administration services, budgeting processes, decision making, and local government functions relating to consumer protection or environment and climate change in view of EU accession • Increase the accountability of the government (overall public institutions) towards the EU accession process and the EU institutions This project is funded A project implemented by ARS Progetti 12 by the European Union

  13. …type of actions • Dissemination and sensitisation of the wider public that provide concrete examples on how the obligations deriving from the transposition of the acquis are implemented, their effect on the life of the citizens and their impact, in particular at local level, in the areas of consumer protection or environment and climate change; • Policy analysis, capacity building, information dissemination, education and advocacy activities on consumer protection or environment and climate change, legislation approximation process and regulatory impact assessments (RIA), costs, implications and trade-offs to protect interests of the country targeting various target groups (such as: youth, businesses, farmers, public administration at central and local level); • Exchanges and learning experiences in the sectors of consumer protection or environment and climate change through networking and joint collaboration with civil society organizations of other countries in similar processes in the region or EU Member states.
