Institutional Framework of the 2017 Call for Proposal (CfP)

  • The Ministry for Europe and Foreign Affairs (MEFA) is the main institution coordinating

this CfP from the content point of view as the leading Ministry in the implementation of the EU Integration Facility 2017 and ensures close cooperation and coordination with the CFCU and the grantees during all stages of CfP’s implementation.

  • The Ministry of Finance and Economy, its General Directorate for Financing and

  • Restricted CfP & Applicants must apply in English.
  • 1st stage: Only Concept Notes-CNs (in English) must be submitted for evaluation by 08.06.2020 at

16:00 hours, local time, accompanied with declaration signed by Lead Applicant and the completed

  • checklist. Each CN must be submitted in one original and three copies in A4 size, each bound. Any

concept note submitted after the deadline will be rejected. Incomplete concept notes may be rejected.

During the opening and administrative check, the following will be assessed:

  • Secondly, the number of concept notes will be reduced, taking account of the ranking, to

the number of concept notes whose total aggregate amount of requested contributions is at least 200% of the available budget for this call for proposals. The amount of requested contributions of each concept note will be based on the indicative financial envelopes, where relevant.

  • After the evaluation of concept notes, the Contracting Authority will send letters to all

lead applicants, indicating whether their application was submitted by the deadline, informing them of the reference number they have been allocated, whether the concept note was evaluated and the results of that evaluation. The pre-selected lead applicants will subsequently be invited to submit full applications. Where and How to send Concept Notes

  • CNs, checklist and declaration by LA must be submitted in one original and three copies.

Incomplete CNs may be rejected.

  • A CN electronic version must also be submitted. A CD-Rom, along with the paper

version, to be part of in a sealed envelope as described below. The electronic file must contain exactly the same application as the paper version enclosed.

  • The envelope must bear the reference number and the title of the call for proposals,
