Developing an Energy & Water Efficiency Program for LA’s Existing Buildings

  • August 2014: LADWP adopted a

target to achieve 15% of their energy supply mix through efficiency efforts by 2020; 50% more aggressive and three years earlier than required by the state.

  • October 2014: Mayor Garcetti signed

an Executive Directive to reduce per capita potable water use by 20% by 2017 and reduce DWP’s purchase of imported potable water by 50% by 2024.

  • Statewide program was in progress

through AB 758 to reduce energy use in all existing buildings statewide and Governor Brown announced new water mandates.

December 2014 City Council adopted Motion 14-1478 which initiated an effort to: “convene a stakeholder process to develop a program to improve the energy and water efficiency of existing buildings.”

Why did LA target existing building policy?

Effort was reinforced in the Sustainable City pLAn

slide-4
SLIDE 4

During the process there were new state goals and mandates

  • Governor’s State of the State committed to

a “doubling of energy efficiency”

  • AB 758 Draft Action Plan released
  • SB 350 was introduced
  • Governor’s water mandates continued

Other cities were responding with policies to capture these opportunities at the same time

Policy Overview

Los Angeles Existing Building Energy and Water Efficiency Program

  • Benchmarking

– Annually measure and report prior calendar year’s whole-building electricity, gas, and water use through Energy Star Portfolio Manager

  • Performance

– Conduct Energy + Water Audit & RCx, or prove energy & water use reductions and/or performance every 5 years

  • Transparency

– LADBS to make publicly available Summary Statistics and Compliance Status by property address

Details about annual energy and water benchmarking

Los Angeles Existing Building Energy and Water Efficiency Program

  • Annual Requirements

– Track whole-building electricity, gas, and water data

  • If you are already tracking whole-building data in ESPM, you do not need to

request data from LADWP or SoCalGas

– Enter past calendar year’s whole-building data in to Energy Star Portfolio Manager (ESPM) – Obtain an Energy Star Score For Your Property through ESPM* – Complete a “Benchmarking Report” from Portfolio Manager – Submit Benchmarking Report to the LADBS Public Database – Submit report each year by June 1

  • LA specific requirements

– Include whole building water consumption – Include structured and subterranean parking

Lessons Learned

Los Angeles Existing Building Energy and Water Efficiency Program

Challenges

  • Covered buildings list
  • IT set up
  • Ensuring consistency across all agencies involved
  • Communication methods – started with only an address
  • Resources, for owners, the City and the Help Center

Recommendations

  • Develop a how-to guide early on
  • Publish covered buildings lists
  • Continuously update FAQs
  • ID data champion within all departments/ organizations involved
