Modern governance

Does the Draft show how collaboration and coordination will ll deliver better outcomes for the Yarra Corridor?

slide-9
SLIDE 9

In order to implement the Yarra Strategic Plan, the Yarra Collaboration Committee has decided that we need to embed long-term change in the way government agencies and councils work together in the Yarra River corridor. To embed collaborative management of the Yarra River corridor, the plan proposes four changes to be implemented over the next 10 years:

  • 1. There is continued commitment of the Yarra Collaboration Committee to oversee

rolling three-yearly implementation plans and ensure whole-of government decision-making for Yarra River lands.

  • 2. There is commitment to coordinated investment decisions on Yarra River land.
  • 3. All stakeholders, including the community, are involved in taking care of the

river.

  • 4. Government agencies and Traditional Owners are supported in

their transition to deliver on the 50 Year Community Vision and the Birrarung Water Policy.

Gaps?

Quest stion: : How would you know if you had achieved the Performance Objectives after the 10 years (that is in 2030)? How do they then form the foundation of a 50 year plan? Are they SMART goals? Page 15

Draft Yarra Strategic Plan Part 2

How

will the content be included in the planning schemes? How is it to be included in each council’s planning scheme? How are the ‘Directions for land use and development’ to unfold over time? (Problem with the plan in general is that it does not articulate how cumulative actions over time are to unfold along the Yarra?)

Draft Yarra Strategic Plan Part 2

How

will the Land use Framework confront the issues of urbanization, especially the expansion of impermeable surfaces, and climate change OVER TIME, over the the 10- year period? How will it address the 50 year period? We need climate change scenarios included to inform the report and the Land Use Framework.
