The GPS • Main lever to ensure that the land transport funding system focuses on priorities for the sector. • The NZTA's role is to decide on the specific activities and combinations of activities in which to invest to give effect to this direction. • A new GPS needs to come into effect on 1 July 2015 , but should be released in July 2014 so that it is available to guide the development of the next National Land Transport Programme and the associated regional planning documents. • Minister must issue a GPS that covers 10 financial years • GPS must include the Crown’s: investment strategy, (expenditure across different activity classes), borrowing policy and desired results for transport • The new GPS will have the ability to include wider objectives and policies
