A BIG ECONOMY WITH ROOM TO GROW ?

To increase our productivity by £3bn, we will: To deliver this we need the Government to:

Guarantee infrastructure funding to our CA, support

  • ur Housing Delivery Fund, release Government land

and continue improving the planning system Deliver 100,000 new homes by 2025 including 50k by 2020, thousands of low-cost homes, and our own land released for 10k new homes Agree our model for 100% business rates retention at Combined Authority level from 2017, with freedom from resets, tariffs/top-ups etc

Give up Revenue Support Grant and other grants to the value of 100% of business rates; implement a local distribution mechanism Establish a Combined Authority in Hampshire and the Isle of Wight and develop our deal further in future to give us more autonomy in public service delivery Elect a Leader with a strong mandate; deliver better, more integrated services, closer to the point of delivery through deeper devolution Attract business by protecting the local character of our diverse area Strengthen new development with a green infrastructure plan and power to designate green belt Invest in transport infrastructure and integrated management of transport networks Commit 10-year transport funding to our CA, agree a PTE and localise concessionary fares Devolve adult skills and business support funding to

  • ur LEPs + joint commissioning with SFA; early Science

12 February: HIOW decision not to agree Mayor w/c 22 February: Confidential Solent discussions with Treasury/CLG 7 March: HCC joins Solent negotiations
