1.1 How to Expand - S106 Funding

▪ Common Challenge:

– New housing developments affect pupil numbers – LA’s statutory duty to ensure sufficient pupil places – Roughly 1,000 houses = 1 form entry

▪ Solutions:

– What is planned locally? – Could your school grow - feasibility study or masterplan

▪ Funding:

– Basic Need Provision – CIF expansion – Section 106 (Developer contributions) Approx. £15k / pupil – Unspent funding due to complexities – Some LA’s are sitting on huge contributions – what is your LA sitting on?

3.1 Backlog & Planned Maintenance

▪ Challenge:

– SCA capital allocation for MAT’s – How do I plan & spend it wisely?

▪ Example:

– MAT’s with £500k - £4m annual spend rather than CIF

▪ Solution:

– Condition surveys – 5 - 10 year maintenance planning – Tracked expenditure

3.2 Re-brokering & Taking on New Academies

▪ Challenge:

– Leicestershire MAT encouraged to take on failing SAT – SAT requires improvement – Approached by RSC – Due diligence / condition liabilities – Over £1m of backlog maintenance identified

▪ Solutions:

– S2e worked with Trust to formulate capital funding strategy – S2e & Trust negotiated with DfE Complex Projects Team – Obtained > £1m to address backlog – Roof replacement / block demolition / upgrading electrics

▪ New Project:

– New 16 classroom block on demolished site – Funding through S106 / Basic Need Provisions / SCA
