Company Background

The Police ICT Company will support law enforcement agencies to make the best use of technology to deliver effective and efficient policing in England and Wales. It will do this by:

  • Providing an overarching ICT strategy;
  • Commissioning national police ICT systems delivery;
  • Supporting law enforcement agencies to deliver services

more effectively and efficiently;

  • Securing value for money; and,
  • Providing a centre of knowledge and expertise.

Commercial Partner Opportunities - Background

  • A full-time, specialist senior management team will be recruited in the

coming months.

  • We have immediate objectives to service in the meantime and need

commercial support to do so.

  • BLW Phase 1 report showed potential for £465 million in annual

savings (Phase 2 underway). Our immediate, primary tasks are:

  • To transfer up to 21 national police ICT contracts to company
  • wnership; and,
  • To rationalize procurement of at least 3 ICT commodity products.

Note: Today is a 2-way process

National ICT Contracts

  • Combined value approx. £12.5 million
  • Transferred in 2 phases:
  • Phase 1 –

– 9 systems with total value of approx. £2.5 million. – Need business case validation and due diligence.

  • Phase 2 –

– Full due diligence not required.

  • The CP will also develop a Home Office Plan
  • n 2 levels:

– Strategic – Identify capability gaps/overlaps, show interdependencies and highlight integration and rationalization opportunities to save at least 20% – Operational – Create a technical transition plan with key dates, legal, cash flow, HR and other

  • milestones. Highlight issues.

National ICT Contracts

  • The aim is to provide a comprehensive plan

for the transfer of ownership to the Company which highlights issues, suggests resolutions and allows the Company to match resources to requirements.

  • Estimated project length is 10 weeks.

Procurement Support

Need to rationalize procurement of at least 3 ICT commodity products and save a minimum

  • f £1 million.

The CP will:

  • (Identify the opportunities);
  • Develop the strategic approach and business

cases;

  • Manage supplier relationships;
  • Engage with Company members to secure

buy-in; and,

  • Develop a high-level plan detailing other,

longer-term opportunities.
