MNWD Overview

  • Water, recycled water, & wastewater treatment

services

  • Servicing more than 55,000 accounts for a

population of over 170,000 customers

  • Lowest average bill in South Orange County as a

result of an efficiency-focused organization

  • Operates and maintains approximately 1,400 miles
  • f pipelines, 39 reservoirs, and 62 pump stations
  • Implementing data tools to meet the changing and

growing expectations from our customers

2

Serving six south Orange County cities: 1. Aliso Viejo 2. Dana Point 3. Laguna Hills 4. Laguna Niguel 5. Mission Viejo 6. San Juan Capistrano

Need for Project

  • Existing facilities require significant

rehabilitation and upgrades from more than 40 years of use in serving the public

  • Local population has more than doubled in 20

years, while operations facilities have not changed to keep pace with growing needs

  • Existing facilities are obsolete and do not meet

current building code requirements, e.g., fire sprinklers, ADA compliance, and more

  • Major upgrades are necessary to provide

essential emergency response capabilities and improve site operations during emergencies

Overview Of CEQA Process

  • What is CEQA?
  • 3 Step Process
  • What is the Appropriate Document?
  • Initial Study
  • Technical Studies
  • MND vs. EIR
  • Draft MND and Final MND
  • No project approval until CEQA is complete

6

slide-7
SLIDE 7

The MND is Legally Appropriate

  • No significant and unavoidable impacts
  • Mitigation has been recommended for:
  • Aesthetics
  • Air Quality
  • Biological & Cultural Resources
  • Geology
  • Hazards
  • Hydrology & Water Quality
  • Noise, Traffic & Utilities

7

slide-8
SLIDE 8

“Extra Mile” of this MND

  • Extremely detailed analysis
  • Detailed technical studies in nearly every environmental area
  • Reflects early and ongoing input that MNWD received from

the community regarding the project and its design

8

SLIDE 9
  • Notice of Intent was published

for 30 days (March 30 to April 30)

  • Notice of Extension was

published on April 13th

  • Comment period was extended

for 15 days to close on May 15

  • Responded to Comments in Final

IS/MND

CEQA Findings

  • The proposed Project would not result in a significant

unavoidable effect.

  • Mitigation measures would reduce all potentially significant

impacts to less than significant levels.
