Purpose and Need The purpose of this transportation improvement is to reduce congestion, improve access, and preserve IR- 77 from south of the Ohio Turnpike interchange to Oakes Road in the Village of Richfield and the City of Brecksville in Cuyahoga and Summit Counties, Ohio. 2 Project 163019; PID 79671; CUY/SUM-77-0.00/32.73 Prebid Meeting

Project Description This project will consist of full depth pavement replacement on the IR-77 mainline and Miller Rd. interchange ramps for the entire project length, including the addition of a third lane in the median from south of the Ohio Turnpike to Oakes Road. All shoulders will be replaced with the same composition and buildup as the mainline pavement. The mainline pavement is set up as an optional bid. The project will replace the ramps at the Miller Road interchange using rigid pavement. Any effected items of the existing ITS systems within the project limits will be addressed. Lighting at the Ohio Turnpike interchange ramps is not included as part of this project and will remain in place. Noise Barriers are not included as part of this project.   5. CUY/SUM-77-0.00/32.73 Highlights Remove and replace existing pavement, optional design alternatives (asphalt or concrete) on mainline pavement. Concrete on ramps. Reconstruct with the addition of a 3 rd lane from south of Ohio Turnpike interchange to start of 3 rd lane at Oakes Road.   6. Environmental Commitments Emergency service providers will be notified of the project’s schedule following the preconstruction meeting and prior to starting work. Based on the final Section 404/401 Waterway Permits and required mitigation will be secured prior to impacting Waters of the United States. The project will require an NPDES permit. An NOI will be submitted by ODOT to the OEPA prior to plan file. In accordance with ODOT Supplemental Specification 832, a Storm Water Pollution Prevention Plan (SWPPP) will be developed by the Contractor and an NPDES permit will be finalized/acquired by the Contractor prior to starting any earth disturbing activities.   7. Conceptual Maintenance of Traffic Plan (CMOTP) The DBT will prepare and submit a CMOTP to the Department. The CMOTP will be approved prior to beginning specific plans for individual MOT phases. The CMOTP will have a detailed narrative explaining the intent of the DBT’s overall MOT plan, will be sufficiently detailed to address all aspects of the interrelationships of individual MOT phases, and will show a planned and logical phasing needed to complete all project work, including any ramp closures for each phase. 7 Project 163019; PID 79671; CUY/SUM-77-0.00/32.73 Prebid Meeting
