ATSSA Mid-Year Temporary Traffic Control Committee Update MASH-16 Update • ATSSA has sent AASHTO letter to discuss “Grandfathering” of Devices, Categorization of Devices, Sampling versus Testing, Generic Devices • FHWA is no longer in charge of device approval, States will now assume this role • FHWA reviews crash data and issues letters of “eligibility” for Federal reimbursement • AASHTO is a bureauocratic organization with main focus on roadside hardware, not temporary traffic control devices • AASHTO’S position in to NOT provide implementation “guidance” as FHWA has done in the past. • State’s will have to assume the role for Product Approvals Transportation 3

  4. NCDOT “MASH - 16” Policy 1. NCDOT will recognize the Categorization of Products according to NCHRP procedure • Category 1: Small Lightweight Devices (Manufacturer Self Certified) • Category 2: Potential Hazardous Devices with Minimal Vehicle Velocity Discharge Devices (Ex: Barricades, Portable Sign Supports, Vertical Panels, Water filled Barrier, etc) • Category 3: Potentially Hazardous Devices with Significant Vehicle Velocity Discharge Device (Ex: Portable Concrete Barrier, Steel Barrier, Water filled Barrier, Temporary Crash Cushions, Truck Mounted Attenuators, Break Away Sign Supports, etc. • Category 4: Trailer Mounted Devices Transportation 4

  5. NCDOT “MASH - 16” Policy Product Categories • All Category 1 and 2 devices will be “grandfathered” in as approved under NCHRP 350. Unless a major modification has been made, no “retesting” of these devices are required Transportation 5

  6. NCDOT “MASH - 16” Policy Category 3 Devices: All Truck Mounted Impact Attenuators and Crash Cushions manufactured on or after January 1, 2019 must meet MASH-16 Crash Standards. Any device manufactured before this date may be used until January 1, 2030 provided they meet the requirement of the Standard Specifications, approved for use (APL) and accepted for use by the Engineer.   7. NCDOT “MASH - 16” Policy All portable concrete, steel and water-filled barrier (used on roadways above 45 MPH) manufactured on or after January 1, 2020 must meet MASH-16 crash standards. Any of these devices manufactured before this date may be used through January 1, 2030 provided they meet the requirement of the Standard Specifications, approved for use (APL) and accepted for use by the Engineer.   8. NCDOT “MASH - 16” Policy 3. Category 4 Devices: These devices were not tested in NCHRP 350 and its NCDOT’s position they don’t need to be tested according to the testing procedures in MASH-16. Transportation 8

  9. NCDOT Product Approval Process 1. All New Products must be registered through the Statewide Product APL Database with Natalie Roskam 2. Once they’re registered, we are notified by Natalie’s group for a recommendation within 2 weeks 3. If the product meets our Specification, is approved in either Virginia or South Carolina it’s automatically approved in NC 4. If not approved in either of those States, then we’ll go to “Provisional Approval” to evaluate it’s performance in the field Transportation 9

  10. Work Zone Supervisor “Certification” 1. Work Zone Supervisor ‘Certification” • NCDOT no longer issuing cards or keeping records • Cards may be issued by the Training Agency • Certification documents provided by the Employer 2. Work Zone Supervisor “Re - Certification” • Every 4 years as before based on the date when they were Certified • If initially Certified in either Virginia or South Carolina, this is good for 1 year. After that, must be Re-Certified in NC Transportation 10

Work Zone “Self Certification” Program 3. “Self - Certification” Trainers • Companies now allowed to “self certify” Work Zone Supervisors with their internal trainers provided they only train their own employees and the following is met • The “Self - Certified” Trainer shall be a Certified Work Zone Supervisor with a minimum of 8 years of highway/traffic control experience. Must also have a minimum of 4 years as a Work Zone Supervisor. • The “Self - Certified” Trainer will be required to “recertify” with an outside agency every 4 years. • Each company desiring to train and certify work zone supervisors shall submit their trainer/s as well as their training materials and exams to the Work Zone Traffic Control Section for approval Transportation 11

  12. Work Zone Supervisor “Self Certifications” 4. Exam Requirements for Self Certification • Work Zone Supervisor Exam ( Minimum of 100 Questions ) • Minimum of 25 Questions on Specifications and RSD’s • Minimum of 25 Questions on Rural and Interstate Resurfacing Provisions as well as “best practices” for installation and removal of lane closures • Minimum of 30 Questions on use of Changeable Message Signs, WZ Presence Lighting, Digital Speed Limit Signs, Sequential Flashing Lights, High Visibility Devices, Portable Traffic Signals and AFAD’s. • Minimum of 20 Questions on Transportation Management Plan proficiency • 80 is passing score • Retesting is permissible Transportation 12

  13. Work Zone “Installer” Certification 1. Work Zone “ Installer ” Certification (Effective July 1, 2018 ??) • This is a new Certification for employees who install lane closures • NCDOT no longer issuing cards or keeping records • Cards may be issued by the Training Agency • Certification documents provided by the Employer 2. Work Zone “Installer” Re -Certifications • Every 4 years as before based on the date when they were Certified • If initially Certified in either Virginia or South Carolina, this is good for 1 year. After that, must be Re-Certified in NC 3. “Self - Certification” for “Installers” • Companies now allowed to self- certify “Installers” with their internal trainers provided they only train their own employees and the requirements for the Work Zone Trainer is met • Companies now allowed to “re - certify” “Installers” with their approved Work Zone Trainers Transportation 13

Work Zone “ Flagger ” Certification - Requirements same as it has been in the past with a few changes • NCDOT no longer issuing Certification Cards or keeping records • Cards may be issued by the Training Agency • Certification documents provided by the Employer 2. Work Zone Flagger “Re - Certifications” • Every 4 years as before based on the date when they were Certified • If initially Certified in either Virginia or South Carolina, this is good for 1 year. After that, must be Re-Certified in NC • May be “Re -Certified internally by approved internal Work Zone Trainer Transportation 15

  16. Work Zone “Flagger” - Self Certification 3. Exam Requirements for “ Flagger ” Self Certification • Work Zone Flagger Exam ( Minimum of 50 Questions ) • Minimum of 20 Questions on Specifications and RSD’s • Minimum of 15 Questions on “best practices” for flagging traffic for standard lane closures, haul roads crossings and shoulder operations • Minimum of 15 Questions on use of proper personal protective equipment, communication, positioning, hand signaling, escape, night flagging, portable signals and AFAD’s. • 70 is passing score • Retesting is permissible Transportation 16

Work Zone “Performance” Pavement Markings 1 st installed application of Work Zone Performance Pavement Markings used • on I-3802B (I-85 Rowan County) • Polyurea with “ Visi- Max” installed in October 2016 by RoadMark Inc. • All lines 6” Widths • Retroreflectivity of markings were scanned by independent Mobile Scan companies Transportation 17
