THE EUROPEAN DEFENCE FUND: A MAJOR POLITICAL EVOLUTION

AIM

The European Commission launched the European Defence Fund in June 2017 with the aim to:

 Contribute to strengthening

the competitiveness and innovative capacity of the EU’s defence industry

 Foster defence cooperation

through supporting investment in joint defence research, development of prototypes and acquisition of defence equipment and technology

CAPABILITY DEVELOPMENT (CAP lead)

The European Parliament and the Council have adopted a regulation establishing a European Defence Industrial Development Programme (EDIDP) 2019-2020 with a budget of € 500 million

Ongoing developments: RESEARCH (RTI lead)

Preparatory Action on Defence Research 2017-2019 ongoing (budget € 90 M) with a view to developing a future European Defence Research Programme (2021- 2027)

EU institutions have reached a partial political agreement, subject to approval by the European Parliament and the Council, on the European Defence Fund 2021-2027 that will cover both Capabilities and Research Proposed budget € 13 B: € 8.9 B for Capability development and € 4.1 B for Research

 These 3 roles have already

been performed for the Preparatory Action on Defence Research and for its precursor the Pilot Project on Defence Research 2015-2016 (3 research activities completed in 2018)
