counting methodology for Nelson City

  • Considered:

– location – number of count sites – frequency of count – what data to record – method (manual, automatic, or continuous)

Counting m ethods

  • Manual counting

– Can record turning movements – Can count pedestrians also – Expensive to record for long periods, generally done for 8hr day

  • Automatic counting– eg. rubber tube counters

– Can record data 24hrs – Good accuracy off-road but not so accurate on-road – Tubes not suitable for more than a couple of weeks in one location

  • Continuous counting

– Requires inductive loops, video or infrared counters – Can record data over seasons and years – More expensive than other technologies

  • Since 1999 NCC has counted cyclist

numbers at 3 locations:

– Bishopdale railway reserve – Wakefield Quay – Stoke railway reserve

  • Count pedestrians as well as cyclists
  • 8 hours over day – gaps that require

extrapolating to get estimate for full 24 hours

– Supplemented by several automatic counts to verify accuracy of counters and to extrapolate 24hr data

  • 6-monthly counts at 5 locations:
  • 1. Atawhai cycleway (new)
  • 2. Bishopdale railway reserve
  • 3. Wakefield Quay
  • 4. Stoke railway reserve
  • 5. Whakatu cycleway (new)

– continue manually, gradually introducing automatic and eventually continuous counters

– Manual count data was extrapolated using a formula based on the 24 hour tube counts at the 5 automatic count locations, this formula was then applied to the historic data to ensure data is comparable across time.
