  2. 922027 Background • Why count? – To understand how many cyclists are using the network – To be able to monitor effectiveness of initiatives and progress towards targets to increase cycling • NCC Cycle Strategy 2006 – “a comprehensive city-wide cycle use survey at main intersections on the road and path network… ”

  3. 922027 Background • Engaged Via Strada to develop a cycle counting methodology for Nelson City • Considered: – location – number of count sites – frequency of count – what data to record – method (manual, automatic, or continuous)

  4. 922027 Counting m ethods • Manual counting – Can record turning movements – Can count pedestrians also – Expensive to record for long periods, generally done for 8hr day • Automatic counting– eg. rubber tube counters – Can record data 24hrs – Good accuracy off-road but not so accurate on-road – Tubes not suitable for more than a couple of weeks in one location • Continuous counting – Requires inductive loops, video or infrared counters – Can record data over seasons and years – More expensive than other technologies

  5. 922027 Existing counting program m e • Since 1999 NCC has counted cyclist numbers at 3 locations: – Bishopdale railway reserve – Wakefield Quay – Stoke railway reserve • Count pedestrians as well as cyclists • 8 hours over day – gaps that require extrapolating to get estimate for full 24 hours

  7. 922027 Recom m endations • 5-yearly comprehensive manual count at 22 locations – Supplemented by several automatic counts to verify accuracy of counters and to extrapolate 24hr data • 6-monthly counts at 5 locations: 1. Atawhai cycleway (new) 2. Bishopdale railway reserve 3. Wakefield Quay 4. Stoke railway reserve 5. Whakatu cycleway (new) – continue manually, gradually introducing automatic and eventually continuous counters

  10. 922027 2 0 1 0 m anual count • Count conducted Tuesday 23 February in fine weather – Manual count data was extrapolated using a formula based on the 24 hour tube counts at the 5 automatic count locations, this formula was then applied to the historic data to ensure data is comparable across time.
