Natural Disasters Exercise DSNAP Operations

Possible SNAP/DSNAP waivers during DSNAP: ‐ Automatic supplemental benefits for regular SNAP cases to bring allotment up to the maximum monthly allotment. ‐ Automatic replacement benefits for regular SNAP cases, usually a percentage that is based on the monthly timing of the disaster. ‐ Allowance of “hot foods” to be considered eligible foods that can be purchased with SNAP/DSNAP benefits. ‐ Automatic extension of certification periods for all regular SNAP cases, usually by two months. ‐ Allowance of key‐entered EBT transactions instead of having to have the card present. ‐ Elimination of Simplified Reports and Change Reporting requirements for regular SNAP cases during the disaster period. ‐ Elimination of the “staggered issuance” requirement for regular SNAP cases to allow for benefits to be accessible on the first day of the month. ‐ Extension of time period to report a loss of food, usually extending to 30 days from the regular 10 days.
