  19. About AASHTO • Non-partisan, non-profit association representing state departments of transportation • Represent all major modes of transportation with a primary goal of fostering the development, operation, and maintenance of an integrated national transportation system • T R A N S P O R T A T I O N . O R G 19

  20. AASHTO Special Committee on Freight • Develops policies related to the safe and reliable movement of goods • Operates as a forum to exchange ideas on freight transportation issues of national concern • Promotes the full consideration of multimodal concerns in policy deliberations T R A N S P O R T A T I O N . O R G 20

  21. State Role in Truck Parking • Interested in how states are incorporating truck parking into their decision making • Recognize that truck parking needs differ by state (presence of ports, distribution centers, etc.), type of driver, and even time of day • Potential linkages between state freight plans and addressing truck parking needs T R A N S P O R T A T I O N . O R G 21

  22. Multi-State Efforts • Mid-America Truck Parking Information Management System • 8-state initiative to develop a real-time parking availability system • Goes live in January 2019 • $25 million TIGER grant T R A N S P O R T A T I O N . O R G 22

  23. Compiling Truck Parking Activities • Need for national accounting of truck parking plans and activities • Assist FHWA Office of Freight Management and Logistics, feed into next Jason’s Law report T R A N S P O R T A T I O N . O R G 23

  25. National Coalition on Truck Parking Web Conference Rickey Fitzgerald Manager, Freight & Multimodal Operations Florida Department of Transportation August 6, 2018

  26. Florida’s Challenges • Uniqueness of Florida’s geography • Urban vs Rural • Empty backhaul traffic - Florida is a consumer state • Impact to multiple stakeholders – State, Districts, MPO, County • No sole dedicated funding source

  27. Truck Parking – Progress to date • Identified as a need in freight and motor carrier system plan • Several efforts underway • Developed white paper to identify best short-term strategies: - Updating rest area design formula/Florida Administrative Code language - Promoting weigh station parking - Garnering support from local governments - Identifying excess ROW land for future use

  28. Strategic Approach MAXIMIZING EFFICIENCY: CAPACITY FINDING: Short-Term TRUCK PARKING AVAILABILITY SYSTEM Long-Term (TPAS)

  29. MAXIMIZING EFFICIENCY

  30. Truck Parking Availability System (TPAS) • We are here Locations in D5 1 st to open • in July 2018 • Locations in D3/D7 to open in Fall 2018

  31. Information Dissemination - 511 Criteria used for roadside signs • Two to three miles upstream of the parking facility preferably prior to an upstream exit ramp for better decision-making • Manual of Uniform Traffic Control Devices (MUTCD) compliant • Near existing ITS communication and power source • Near an existing CCTV for message verification

  34. Truck Parking Study - Goals • Identify and support the corridors of greatest need for statewide significant. • Provide guidance/direction relating to districts needs assessment and implementation. • Provide funding to implement the consensus based solutions to enable implementation. • Provide guidance / explore policy direction on topics such as: re- designing rest areas in urbanized areas, re-purposing underutilized park-and-ride lots for permanent or even temporary use, and P3 opportunities.

  35. Short-Term Solutions: “Low-Hanging Fruit” • Encourage drivers to use additional parking at weight stations, • Work with the Maintenance Office to add more truck parks at rest stops during construction, and • Capitalize on gray-fields.

  36. Long-Term Solutions: Statewide Study/GPS Data Application • Truck GPS data computes key metrics per location: 1. Number of parked trucks 2. Illegally parked trucks • Analysis outcomes drive local, regional and statewide initiatives. • Derived inferences identifies potential innovative solutions. Truck GPS Raw Data Streams Statewide Truck Parking Study Unique Truck Identifier PK Truck Parking Locations Illegal Truck Parking GPS Waypoint (X-Y Processing + Aggregation Locations Coordinates) Parked Trucks (Count) Truck Spot Speed (mph) Analysis Hour of day Heading Weekday / Weekend Time Stamp Engine on/off Month of year

  37. Truck GPS data – Various uses Truck Parking SIS FAA/ FAF FMTP Update Truck Trip Supply Chain Study Designation Generation Analysis Emergency Hour of Service Truck O-D and District Needs - Truck Bottleneck Management Studies Route patterns Study

  38. Next Steps • Continue implementing short-term solutions • Statewide study to address more complex solutions - Statewide analysis of truck GPS data to determine critical capacity shortfalls and recurring unsafe conditions - Refine prioritization and funding processes - Establish guidelines/best practices for consistency
