1819 Norwich University Morrill Act (Land-Grant College Act) 1862 National Defense Act of 1916 ROTC Revitalization Act of 1964 TODAY 70% of all Army officers are graduates of the Army ROTC program UMASS commissioned 18 cadets in May 2005
