Guiding Documents

▪ Army Regulation (AR) 700-15/NAVSUPINST 4030.28E/ AFMAN24-206/MCO 4030.33/DLAR 4145.7, Packaging of Materiel, establishes procedures for packaging to meet military

  • perational needs.

– Items delivered during wartime or sustainment – Depot level repairables/consumption – Delivery-at-sea – Storage

▪ AR 700-15 establishes leads for testing materials and processes:

– To eliminate duplication of effort – Improve skills and increase productivity through specialization – Standardize

Standardization

▪ MIL-STD-2073-1, Standard Practice for Military Packaging,

  • utlines the processes for development and documentation of

military packaging.

– Corrosion and Environmental deterioration – Physical and Mechanical Damage – Multiple Handling – Shipment in the Defense Transport System

▪ MIL-STD-648, Specialized Shipping Containers

– Design for use with a specific item – Uniquely configured to support and protect the contents and the personal and equipment – May contain energy absorbing systems, temperature control, or special features for safety, reliability, and maintenance.

The “Act”

▪ The National Technology Transfer and Advancement Act of 1995

– Requires that all federal agencies use standards developed by consensus standards bodies instead of government-unique wherever possible.

▪ Simplifies compliance ▪ Decreases costs of developing standards and decreases costs of goods through standardization ▪ Improves reliance on private sector goods and improves government participation in standards bodies

▪ American Society for Testing and Materials (ASTM International)

– ASTM develops and publishes voluntary consensus technical standards including specifications, guides, practices, and test methods. – ASTM assisted the DoD in transforming many military standards into the standards we know and use today. – D10/F02 currently has 217 standards and 44 of them have been adopted by the DoD
