  1. MARICOPA COUNTY 4-H FCS PRESENTATION CONTEST (Qualifier for Western National Roundup Competition in Denver) CONTESTANTS AND ELIGIBILITY 1. Each member is allowed only one entry in only one division of a contest in a national 4-H competitive event each year. An entry is an individual, in the events where individuals compete against individuals only, or a team in events where total team scores are computed and recognition given to the team. Individuals may be recognized in those events that are primarily team events. An individual may enter a National 4-H competitive event in a specific program area only once. Participating members of a team entry (even if they are designated alternate by low score) are ineligible to enter the same event again as a part of another team. 2. Contestants may participate in this contest as an individual or team of two. Team and individual presentations will be judged on the same criteria and will NOT be competing against one another at the county level, but will be judged against one another at the national level if selected for that competition. 3. Each state is invited to enter two presentations. 4. The contestant(s) or team(s) of contestants must be certified as the official state entry by the State 4-H Leader or by a person designated by the State 4-H Leader. The individual(s) or team(s) may be selected by any procedure the State 4-H Leader believes is appropriate. This contest will be the contest that the state representatives will be selected at for Western National Roundup participation. 5. Contestant must already have passed his or her 14th birthday, and may not have reached his or her 19th birthday, as of January 1 of the year in which the National 4-H Competitive Event is held. However, the State 4-H Leader may grant a special authorization to compete, for youth with developmental disabilities who exceed the upper age limit. 6. All contestants must be members of 4-H in the state they are representing during the year in which the National 4-H Competitive Event is held. 7. The January dates for the Western National Roundup FCS Presentation event are considered part of the previous year for the purpose of allowing all youth to compete in the national events in their last year of eligibility. (Approved by 4-H NPL and Director, Youth Development, F4-HN/CSREES June 1, 2004) 8. Contestants must not have participated in any post secondary (university, college, junior college, or technical school) competitive public speaking contest. Neither can a contestant be a member of a Post secondary team undergoing training in preparation for such an event. The contestant, his or her county 4-H staff member, and the State 4-H Leader must certify as follows on the application form or an accompanying memo: “This contestant has not par ticipated in post-secondary coursework in the subject area of the national 4-H competition, nor has he or she participated in training for post-secondary competition in the subject area of the national 4-H c ompetition.” Violation of this will result in for feiture of any awards or recognition which have been won in the National 4- H Competitive Event.” 9. All participants must first qualify through the represented state and meet all the state eligibility rules. 10. In the event there is only one individual/team registered for a contest, the contest will still be held & that team and/or individual will be allowed to compete. Please refer to the contest(s) rules for specific requirements to be eligible for awards. CONTEST RULES 1. Participant member must be enrolled in a 4-H FCS project area. See Project Code list on the Maricopa County 4-H website for project enrollment options. 2. The subject matter must pertain to the home economics or family and consumer sciences subject matter. Presentations not appropriately related to home economics or family & consumer sciences can be disqualified at the discretion of the judge(s).

  2. 3. Presentations may be either demonstration or illustrated talk format. No live animals may be used. Creative audio visual aids may be used, but the contestants must be involved in making or designing them. 4. Contestants are responsible for bringing ALL equipment, supplies and visual aids. Special arrangements must be made at the time entries are submitted. Any electronic equipment (laptop, netbook, flash drive, etc. must be tested during registration prior to the contest). Contestants should not depend on the contest location to have electronic equipment available and should inquire and make arrangements well in advance of the contest. Contest Management will not be held responsible for failure of A/V equipment to operate properly. 5. Once an individual or team has started their demonstration (in this case it is after they have been introduced by the superintendent), they may not receive assistance from any coach, parent, audience member, or other person, which includes, but is not limited to, the stroking of any key on a computer or other audio visual device. Violating this rule is disqualification. However, the Superintendent may assist Jr. members if a problem occurs with audio visual equipment or visual aids. 6. Contestants may use notes. However, excessive use of notes may be counted against the contestant This will be at the discretion of the judges. 7. A public address system will not be used, but easels, table & podium will be provided, any of which may/may not be used. 8. During the competition the contestants may introduce themselves by name, club, age and presentation topic. 9. Junior (9-11) Presentations must be at least 4 minutes in length but no longer than 6 minutes. Intermediate (12-13) Presentations must be at least 6 minutes in length but no longer than 10 minutes. Senior (14-19) Presentations must be at least 10 minutes in length but no longer than 15 minutes. One point will be deducted for each minute or fraction of a minute under the minimum or over the maximum by each of the judges. The speech time limit will begin once the contestant begins to speak after being introduced by the contest superintendent. Time for answering questions is not counted in the presentation length. 10. A “Team Presentation ” will consist of two (2) participants who actively share in the presentation. It is preferable that two (2) Seniors, (2) Intermediates or (2) Juniors work together as a team. If one participant is classified as a Junior or Intermediate and the other a Senior, the presentation will be judged with the Seniors and neither participant can qualify for the Western National Round Up. 11. Contestants should cite their major reference materials as part of their presentation. This time will not be counted in the allotted time per contestant. 12. Only the judge(s) may ask questions of the contestant. Question time will not be counted in the allotted time. Contestant should repeat the question, and then answer it. 13. Contestant order will be determined by a random drawing and announced at the beginning of the contest. 14. Ties will be broken by the judges: First, the judges accumulated delivery score, second, the judges accumulated organization score; and, third, on content and accuracy scores. 15. Only videography or pictures of your contestant is allowed. All participant speeches may be filmed or photographed by Maricopa County 4-H Contest officials with individual consent. 16. Ideally, presentations should be a new topic and material each year; however members may build on their presentation planned to be presented the following year if they have not received a blue ribbon on that specific presentation. An earned blue ribbon will disqualify that topic/information. 17. Judges will use the Western National Roundup Home Economics/FCS Presentation Score Sheet (posted on the Maricopa County 4-H website). AWARDS 1. If there is only individual/team entry in the FCS Presentation contest, they must receive at least 80% of the points possible to be named as the FCS Presentation Champion.
