  2. 2018 NCSEA Board of Directors Election Linda Rhyne-McKinley Management Analyst Mecklenburg County Child Support I am a graduate of UNC-Chapel Hill with a Bachelor of Arts in Speech Communication. I have been a child support professional since August 1999. My management style is one of servant leadership to lead people to achieve exceptional results by fostering a culture of appreciation and personal and professional growth. I serve my peers and the families and children of child support with empathy, humility, integrity and passion. Prior to my current position of Management Analyst at Mecklenburg County Child Support Enforcement (MCCSE), I was a Child Support Supervisor for Cabarrus County Child Support Services. As a Child Support Supervisor, I managed Intake, Establishment, Enforcement and Intergovernmental caseloads and staff. In my beginning years with child support, I was a Child Support Agent I and within three months, I was promoted to a Child Support Agent II. As an emerging leader in the child support profession, I am a 2017 graduate of NCSEA U and a current committee member of NCSEA Affinity. I am the Liaison for MCCSE and the Mecklenburg County Sheriff’s Office, and a reviewer and evaluator for Mecklenburg County’s Community Service Grants. Previously, I served as chairperson for the Supervisor’s Committee at Cabarrus County Department of Human Services, and served as chairperson for the Rose Hill Baptist Church Women’s Ministry.

  3. Why are you running for the NCSEA Board of Directors? I am running for the NCSEA Board of Directors because I believe that I offer a completeness to the NCSEA Board of Directors. By this, I mean that I have 19 years of child support experience. I have excelled from a Child Support Agent to a Child Support Supervisor to a Management Analyst where I serve as a member of the Executive Leadership Team, for the largest publicly-managed child support agency in the state of North Carolina. As a member of this Executive Leadership team, I have day to day contact with customers and would carry on the Board’s reputation of public awareness and being engaged with customers and child support professionals. Also, the record shows that MCCSE is an office of innovation, collaborations and high performance for a metro jurisdiction. My personal management style matches this record, as both are servant leadership styles. Moreover, being a NCSEA board member is a transformative opportunity to bring diversity to the Board. The diversity that I will share is my representation of all. I represent a varied level of experience and positions within child support. Also, from my number of years and positions within child support, I bring a diversity base of “boots on the ground” philosophy, where I have day to day contact and engagement with customers and staff, my relatable presentation skills are evident before elected officials, county management, local and state child support staff and the general public. Moreover, my experience in policy setting for the agency, staff training and assistance with budget development are key diverse components in adding completeness to the Board.

  4. How will you contribute to help NCSEA shape the future of child support? I will draw from my child support experience in daily business operations, administrative operations, program operations and performance management operations and share this knowledge with the Board in continuing to shape the future of child support. Also, as a recent graduate of NCSEA U, I have received training on the top priorities of the child support program on local, national and international ideas, concepts, issues and policies. NCSEA U has been a spring board to attend the NCSEA Policy Forum, Regional 2&3 Urban Jurisdictions Child Support Enforcement meeting and the NC State Supervisor’s Regional meeting. My experience from these platforms will help make me the kind of resource that can be shared with NCSEA. Moreover, I will contribute by immersing and investing myself into NCSEA, as I have full support of my director, staff and peers in becoming a part of the NCSEA Board of Directors. I see this opportunity to contribute as “ See a Need and Fill a Need ”. This statement is reflective in capturing and promoting NCSEA’s mission through advocacy, open communications, increasing our public awareness and a focus on professional development, so that NCSEA can continue to grow and thrive. As Abraham Lincoln stated, “Do the very best you know how – the very best you can – and keep doing so until the end,” with this imprinted on my mind and spirit, this summarizes how I will contribute to help NCSEA continue shaping the future of child support.

  5. What are your accomplishments/achievements in child support? My achievements and accomplishments in child support are not awards but the satisfaction of learning at each rung of the child support ladder. I began my child support career in August 1999 as a Child Support Agent I, as a work against because I did not have enough experience in this area. Within three months, I was promoted to a Child Support Agent II. Within three years, I was training new staff and soon handling Responding Interstate cases. I received numerous Employee of the Month awards. In 2010, I became a Child Support Supervisor and had the honor of supervising intake, establishment, enforcement and intergovernmental processes, timeframes, caseloads and staff. During this time period I was nominated for Supervisor of the Year and North Carolina Employee of the Year. As a management analyst, I have the opportunity to recommend and develop policy and performance measures, assist with budget development, evaluate and review the County’s Community Service Grants.

  6. What will you do to help mentor and develop future leaders through NCSEA? To help mentor and develop future leaders through NCSEA, I will be of service to them by offering myself as a mentor to coach, inspire, and train child support professionals who seek mentoring. Also, I would encourage participation in NCSEA U as this is a great training opportunity to assist emerging leaders in the child support profession. I encourage participation in any NCSEA community program, such as NCSEA Affinity. Also, I would like to develop an Employee Assistance Program via a telephone support line or social media blog for NCSEA members.

  7. How will you help promote NCSEA to the child support community and public? I believe the NCSEA Board of Directors should be a team whose identity is shown through togetherness. Yes, we are individuals, but individuals who together constitute life giving passion for service to others. We should be a Board that is seen within our child support community and the public. We should not wait for the NCSEA Leadership Symposium or Policy Forum to be seen. If possible, when states have their individual child support conferences, a member of the board should try to attend and represent NCSEA.

  8. Which specific child support issues interest you the most? Specific child support issues which interest me most are issues that help child support professionals in their daily operations while meeting the demands of their customers. First, I would love for us to research, advocate and advise the setting of a national child support caseload standard model. The second issue of interest is making predictive analytics to stratify caseloads available to all states. The third issue of interest is recruitment of NCSEA members, but more importantly, the retention of NCSEA members as a succession strategy. While I have others, but to name my top four, the fourth issue of interest is educating and supporting states in the development of workforce strategies, fatherhood programs and motherhood programs, where mom is the gateway and not gatekeeper.

  9. Candidate’s Closing Remarks – Vote for me because… I need your vote! I am asking for your vote! I want to be of service to you. I will not simply participate at a “minimum” level. I will “serve” you, my fellow peers and the families and children of child support with empathy, deep investment and care. I will serve with a servant leadership mentality to lead in truth, encouragement and endurance. As a member of the NCSEA Board of Directors, I want to cultivate a culture that fosters wholeness and unity, inside and outside.
