Submitting claims under 2015 Budgets 1 April 2015 – 7 May 2015 (Reduced to ¼ of the Financial Year’s budget) = Submit claims under normal budgets 8 May 2015 – 8 July 2015 = Submit claims under Winding-Up Budget Ensure that goods/services are allocated to the correct budgets when claimed You have 90 days to submit a claim from the date the cost was incurred Last day to submit a claim from the normal budgets is 6 th August Last day submit a claim under winding up budget is 6 th October

Winding-Up Budget The Winding-Up Budget is designed to meet the costs of completing your outstanding parliamentary functions and can be used to fund the goods/services detailed below: £57,150 – London Area MPs £53,950 – Non-London Area MPs Office Costs: • Rent • Office bills • Dilapidations (e.g. cleaning/redecoration of the office not the accommodation) • Stationery for parliamentary use and associated costs Staff: • Salary, national insurance and other contractual liabilities for staff such as pay in lieu of notice (PILON) Other: • Travel and subsistence • Removal costs (from Westminster office to a location, from constituency office to a location and from IPSA funded accommodation to a location) The Contingency Fund (which requires no application) • Staff redundancy • Accommodation rent and/or associated costs Disability/security assistance – continues on same basis for two months following the Election

Leases and Contracts • Check notice periods on all contractual agreements • Issue notice to landlords/companies ASAP and send any refunds for annual bills to IPSA • IPSA will pay office and accommodation rent for up to two months (the end of the Winding-Up period) after the election If you have a longer notice period than 8 th July try and negotiate a • shorter notice period or enact your break clause if you have one • If you are not able to do so, contact IPSA and let us know. • Be aware of what equipment is loaned from PICT and what is funded by IPSA. PICT will arrange to collect their items and IPSA equipment can be donated, transferred to your successor or another MP, sold (with funds given to IPSA) or kept.

  6. Staff members • You, as the employer, are responsible for making your staff redundant • Plan staffing arrangements for the Winding-Up period as soon as possible so that staff are issued with notice promptly and so that PILON (Payment In Lieu Of Notice) can be avoided where possible • IPSA require leaver forms and dismissal letters (templates provided in PAS pack) in order to make redundancy payments • IPSA provides the redundancy calculations • Personnel Advice Service (PAS) deal with the redundancy process and provide HR guidance

  7. Financial Situation • Deposit loans need to be returned to IPSA one month after leaving a property or taking over a lease • Budget overspends (14/15) will need to be repaid • Repay any ‘not claimed’ or ‘not allowed’ payment card items, plus any other debts (e.g. duplicate claims) • All Payment Card reconciliations to be completed • Make any repayments related to party-related activities such as campaigning if applicable • In order for you to be as informed as possible, financial statements will be sent monthly, please check them! • All outstanding amounts need to be repaid before the resettlement payment can be paid

  8. Resettlement Payment • You will receive one month’s salary for every year of service, up to a maximum of six months. The first £30,000 is tax free • You will need to meet the requirements detailed on the declaration form in your pack in order to receive your resettlement payment • Once the resettlement declaration has been signed, you are not able to submit any further claims • Using your payment card or direct payments might delay your resettlement payment so reimbursement is preferable during this period Years of Service Amount to be paid to MP (approx) 1 £5,589 – not taxable 2 £11,178 – not taxable 3 £16,766 – not taxable 4 £22,355 – not taxable 5 £27,944 – not taxable 6 £33,533 – amount over £30,000 is taxable

Next Steps • Your IPSA Election Contact (IEC) is contactable by email and mobile 9am – 5pm. • Issue notice on all contractual commitments, especially leases • Decide until when you would like your staff to work until and send IPSA the relevant documents • If we don’t already have it, provide an alternative and proxy email address and contact number • You will be prompted to change your e@w password on 8 May for security purposes • Task timeline (in Winding-Up pack) • If you have claimed any annual payments, seek a refund • Submit final 14/15 claims by 30 May 2015
