  6. Schools Block – Recap • 30 August 2019 – investment £14bn between 2020/21 & 2022/23 • Lincolnshire continued to replicate the NFF in 2020/21 • Lincolnshire has gained financially through the NFF implementation and its position nationally

  7. NFF 2021/22 • Funding for Teachers’ Pay Grant & Teachers’ Pension Employer Contribution Grant including Supplementary Fund will be incorporated into the NFF from 2021/22 • Schools will be required to meet September 2020 pay award from 2021/22 funding increase • Information used to determine IDACI areas is based on updated 2019 data

NFF Formula Factors 2021/22 Announcement • LA school funding overall seeing increase by 4% • Key formula factors in the NFF will increase by 3% • Minimum per pupil levels increasing to support those lowest funded schools • Schools receive 2% more for pupil-led funding compared to 2020/21 NFF Baseline • MFG between +0.5% & +2.0% • Increased Sparsity funding

NFF Formula 2021/22 - Next Steps • LA will continue to be responsible for setting the formula • LA will receive funding based on NFF using 2019 pupil characteristics (FSMs) and 2020 pupil numbers • LA to consult with schools on its 2021/22 funding this autumn • Continued replication of NFF subject to affordability

High Needs (HN) Block • Funding floor set at 8% • Extra funding for teachers’ pay and pension • Significant pressures within HN block • Half of LAs overspending their DSG (c.£250m) • Lincolnshire HN overspent in 2019/20 (£2.4m) • LAs overspending their ‘DSG’ overall require a deficit recovery plan

  11. Covid-19 • Three funding streams available to schools & academies: – Covid-19 School Fund – Covid-19 Catch Up Premium – National Tutoring Programme • Up to date forecasts due to Covid-19

Teaching Schools • Lincolnshire has 8 Teaching Schools that focus on teacher and leadership development • Teaching School hubs are on the horizon, not to replace the function of Teaching Schools but to strengthen system leadership • Updates to come when DfE proceed with applications for Hubs and clarify the role within the current system • Business as usual for now

School improvement Recover Lincolnshire: • LCC commissioned a programme to support schools ‘Recover Lincolnshire’ • Lincolnshire Teaching Schools Together recognise the substantial work that schools are now facing • Schools have a large number of priorities • Support includes virtual networks, resources, specialist support, and signposting of wider opportunities • Universally accessible toolkit

Recover Lincolnshire • Thrive – The Thrive Network is a new seminar series for leaders for the autumn term, exploring key themes of leadership in turbulent times and for recovery – to register your interest click here • Mobilise - In addition to the completion of the original 2019/2020 Mobilise strands all schools will be able to access three additional areas: • Recovery, Reset, Re-engagement for Learning Curriculum • Making the most of funding for tutoring • Improving Literacy in Secondary Schools • Confident Choices – the latest updates are available on the LTT website
