PBN • En första information gjordes av KOM/EASA angående opinion 10/2016 https://www.easa.europa.eu/document- library/opinions/opinion-102016 • PBN arbetas med både inom ICAO, Eurocontrol och EASA och WS har haft samma datum vilket innebär svårt för experter att delta. EASA har uppmanats att ta bort konflikterna. • EASA uppmanades att se till att AMC/GM blir tillgänglig så snart som möjligt för att åstadkomma en bättre diskussion om regleringen • Möjlighet till synpunkter fram till 6 november
PBN • The proposal was generally seen to be going in the right direction, some technical details still need to be worked out especially as regards the situation at obstacle-constrained airports and obligations on airspace users. • The Commission noted the need to discuss the PBN Regulation in the context of a broader navigation roadmap document that would address the consistency between the PBN IR, the PCP IR as well the need to decommission legacy equipment in order to ensure that the economic benefits from the new technologies are realised.
According to EC mandate, the SDM should now assume the role of DLS implementation project manager responsible for organizing, implementing and monitoring the activities identified in the recovery plan[ … ]. This role shall include: - Identification of homogenous service areas starting from the analysis of the current situation in EU Member States; - Definition of target ground architecture per service area in cooperation with the local stakeholders; - Interconnection of sub-networks within each service area to achieve a European distributed network and a European common approach; - Updated CBA and expected contribution to SES performance objectives. SDM – as DLS project manager – shall facilitate the involvement of relevant stakeholders to ensure a coordinated submission of DLS IPs to the CEF Transport Calls for proposals, also enabling projects to stimulate establishment of a single European DLS governance
Datalänk 2020 CS9 • Omstart av DL där KOM är tydlig med att de har gett SDM uppdraget att hålla i taktpinnen • KOM tycker inte detta uppdrag strider mot beslutet i EU rådet att MS kunde godkänna CS9 med vissa krav som listades i beslutet • Det är svårt att kontrollera om Eurocontrol följer de förutsättningar EU staterna satte som krav för ett positivt beslut • KOM organiserar en WS om datalänk 24/11 i Bryssel • EASA har ett uppdrag att ta fram en förordning som ska gälla från 2020
