  2. INTRODUCTION There is a housing crisis and this scheme forms part of the response by Lewisham Council. Guildmore is working in partnership with Lewisham Homes and Lewisham Council and are working together to create new affordable housing in the Eliot Bank area of Forest Hill. The scheme comprises the demolition of an existing garage block and the provision of a new car parking at Knapdale Close along with the construction of seventeen (17) new homes comprising: Three (3) houses • Fourteen (14) apartments • Landscaping • Estate improvement including a new play-space area, additional refuse stores and improved • traffic management Thirty-four (34) car parking spaces and forty-eight (48) cycle spaces • Guildmore Limited, 61 Widmore Road, Bromley, BR1 3AA

  4. HIGHWAY TRAFFIC REPORT (PLANNING APPROVED) Paul Mew Associates (PMA) was instructed by Lewisham Homes to provide highways consultancy services in relation to the proposed development of new dwellings at Knapdale Close, London SE23. The outcome of this piece of work formed part of the planning application. The planning application was submitted to the London Borough of Lewisham in March 2018. Prior to carrying out the additional work contained in the Transport Statement Addendum, PMA spoke with Lewisham Council’s Highways Department. It was explained that they would be observing and recording the refuse vehicles and crew as they head up Eliot Bank into Knapdale Close, and back down again so they could see the problematic areas and respond accordingly with a review of the existing single/double yellow line restrictions in the area and proposing extensions if/where necessary to facilitate refuse vehicle access. Information taken from the Highway Traffic Report in the Transport statement as follows: Guildmore Limited, 61 Widmore Road, Bromley, BR1 3AA

TRANSPORT STATEMENT The Transport Addendum was prepared to respond to issues raised by residents and the Council regarding • planning application DC/18/106452, highlighting existing and proposed refuse and emergency vehicle access, and existing and proposed parking conditions. A site visit was arranged to monitor the estate and three key areas were identified where parked • vehicles are currently causing access issues for large vehicles. Knapdale Close junction with Elliot Bank, the bend in Knapdale Close adjacent to flats 14-33 – and the turning head at the end of Knapdale Close adjacent to flats 34-53 - Further shown in Appendix A, image 1a The loss of two kerb side parking spaces on Eliot Bank to provide new double yellow lines to • accommodate the turning swept paths of large vehicles entering and exiting Knapdale Close will have no material bearing on existing parking conditions locally - Further shown in Appendix A, image 1b & 1c Consent was agreed that the double yellow line stopping restrictions will be incorporated into a package • of S278 Highways Works which the Council would secure as a condition of any future planning permission. TRAFFIC MANAGEMENT UPDATE Following a meeting with resident representatives, Guildmore have produced detailed responses and the • measures we will implement to address and mitigate resident concerns with regards to parking and construction traffic. To ensure the highest standards, it is proposed that a Code of Good Construction Practice be introduced • and adhered to by all contractors and sub contractors working on the Knapdale Close development. This will be subject to review and final agreement with all interested partners and stakeholders. The Code of Good Construction Practice embraces the principles laid down by the Considerate • Constructors Scheme and are summarised in Appendix D. The summary of resident concerns are the following: • PARKING FOR RESIDENTS • PARKING FOR CONTRACTORS • DELIVERIES DURING RUSH HOUR & SCHOOL DROP OFF / PICK UP • Guildmore Limited, 61 Widmore Road, Bromley, BR1 3AA

PROPOSED RESIDENT & CONTRACTOR PARKING With health and safety and local congestion our primary concern we deem it suitable to request • parking restrictions within Eliot Bank and Knapdale Close for the duration of construction for the following times: 9:30 – 12:00 & 13:30 – 15:30 Monday to Saturday • Lewisham Homes conducted an assessment and identified a total of 22 vulnerable residents living • on Knapdale Close and Eliot Bank. 22 temporary parking bays will be made available during the construction phase. The proposed temporary parking bays will be alongside Eliot Bank and on Knapdale Close. The • location of the proposed bays can be seen in Appendix E. There will be no provision for contractor parking on Eliot Bank or the wider estate. This will be • managed by including this as a condition of appointment with sub-contractors Guildmore Limited, 61 Widmore Road, Bromley, BR1 3AA

  9. TRAFFIC MANAGEMENT & SCHOOL SAFETY The temporary road restrictions within Eliot Bank and Knapdale Close reduces any risks that might • be present if these roads were to remain open to the public. The times of the restrictions will ensure that deliveries and construction traffic do not conflict • with rush hour traffic and school drop off times. Residents travelling to nearby schools will be advised to reroute their journey through Sydenham Rise (North) and Thorpewood Avenue (South) to further reduce any health and safety concerns, particularly during school pick up times. Please see Appendix F . Traffic marshalls will coordinate and manage construction traffic, directing delivery drivers and • alerting pedestrians where necessary Guildmore Limited, 61 Widmore Road, Bromley, BR1 3AA

PROPOSED ADDITONAL MEASURES TO ACCOMMODATE RESIDENTS CONCERNS Deliveries will go through a pre-booking system with agreed timed / phased deliveries to avoid peak times • (avoiding school run/rush hour). All deliveries are carefully planned to ensure no build up of construction traffic, managed by Traffic • Marshalls. Traffic Marshall will ensure minimal disruption or build up of traffic on surrounding roads Regular checks and wash downs of the roads will be implemented and we shall ensure the site is safe and • tidy at all times Parking suspensions will only be in place for construction hours 9:30 – 12:00 & 13:30 – 15:30 Monday to • Saturday During mobilisation we will agree limits for dust, noise and vibration, install acoustic attenuation and • dust proof barriers and agree a monitoring regime with real-time notifications Pedestrian routes within the site will be clearly signed, with additional temporary barriers used where • required during major loading events BENEFIT OF THE MEASURES Less deliveries • Lower carbon impact • Quicker build time • Safer for the public • Guildmore Limited, 61 Widmore Road, Bromley, BR1 3AA
