A. Health & Safety Standards - Ten Critical Areas of Operation

General Health & Safety Guidelines:
a. Adults, Staff and Teachers required face coverings b. Students will also be required face coverings. c. Air Conditioning filtration system
2. Classrooms, Testing, & Therapy Rooms
a. Seating 6 feet apart - if unable, physical barriers between desks, desks facing same direction,
b. Increased hand sanitizing stations & hand-washing c. There will be no lockers. Students can hang their backpacks on their chairs. d. Students should not share materials.
3. Transportation
a. All students who require busing (Union Beach, Vocational, Shared Time, etc.) must follow the mandated face coverings while on school busses. b. Buses either district owned or contracted must be cleaned & disinfected before & after each run. 4.
Student Flow, Entry, Exit, and Common Areas
a. Entry and Exit points will be specific for each building. When approaching the school grounds, all staff and students must wear masks. Students will be assigned a door to enter/exit. b. Social distancing signage and markers (6 feet apart) will be on sidewalks and entry lines to the
parking during drop-off times. c. Stairways and hallways will be marked for directional traffic. d. Water fountains will be closed. Students can bring a bottle of water and the filling stations will be open and available.
5. Screening, Personal Protection Equipment (PPE, and Response to Students & Staff Presenting Symptoms.
a. Screening Procedures for Students 1. Parents/Guardians will be required to complete a universal screening form prior to the start of the school year. This form states that the parent will be checking their children every morning prior to leaving for school. 2. Student temperatures will be checked prior to entering the school building. 3. Prior to coming to school, if a child presents with any of the identified symptoms, was in close contact with anyone presenting with the CDC identified symptoms, or traveled to or were in close contact with an individual that has traveled to a CDC travel restriction state, the parent/guardian will be required to keep their child home and report their absence to the main office.
5. Screening, Personal Protection Equipment (PPE), and Response to Students & Staff Presenting Symptoms.
a. Personal Protection Equipment (PPE) 1. School staff and visitors are required to wear face coverings unless doing so would inhibit the individual's health or the individual is under two years of age. 2. Students are required to wear face coverings when social distancing cannot be maintained and are encouraged to wear masks throughout the day. We will have extra disposable masks available. 3. If a visitor refuses to wear a face covering for non-medical reasons and if such covering cannot be provided to the individual at the point of entry, the visitor’s entry to the school/district facility will be denied.
6. Contact Tracing
a. Contact tracing is the process used to identify those who have come into contact with people who have tested positive for many contagious diseases, including COVID-19. b. When the school district becomes aware of a confirmed positive case of COVID-19 the Department of Health will be contacted. The Department of Health will provide guidance/direction on a case per case basis and will lead the contact tracing process.
7. Facilities Cleaning Practices
a. School officials will continue to adhere to existing required facilities cleaning practices and procedures, and any new specific requirements of the local health department as they arise. b. Cleaning/disinfecting schedules, targeted areas to be cleaned, and methods and materials to be used such as Enviro-solutions 64H Neutral Disinfectant, and we have purchased Electrostatic Sprayers for additional disinfecting. c. A schedule for increased routine cleaning and disinfection will be implemented in high-touch areas, and all
d. All appropriate staff will be trained on new cleaning processes. Our custodians are being trained via ATRA , a company specializing in cleaning.
8. Meals
a. The district will have a pickup for 5 days breakfast and 5 days lunch on Monday evenings from 4pm to 7pm. b. Distribution will take place at Keyport Central School. c. A Google form will be completed by any family wishing to have “Grab & Go” provided weekly.
9.
Recess/Physical Education
a. During physical education class social distancing guidelines will be met. Students will be spaced 6 ft apart and the use of equipment will follow the guidelines set forth by state and local stakeholders. b. Students will be encouraged to come to school dressed appropriately to participate in physical education class as the locker rooms will be closed.
10. Field Trips-Extracurricular,Outside Use of facilities.
a. For the month of September there will be no extracurricular activities and outside facilities use.
The impact of social isolation on both students and educators is essential:
A. SEL will be utilized to re-engage students, support adults, rebuild relationships,and create a foundation for academic learning. B. Multi-tiered Systems of Support (MTSS) for prevention, intervention, and enrichment for academics and behavior that offers education and families a mechanism to identify individual students who need extra support will be provided. C. Wraparound services outside of the traditional school based services to address the academic, behavioral, and social-emotional needs of students inside and outside school will be provided.

a. A Restart Committee and Pandemic Response Teams were established and were instrumental in the creation of the District’s Reopening Plan

1. Scheduling and Instructional Considerations:
a. Staggered start and dismissal times b. Seat time requirements for KHS c. Separate educational plans for hybrid and fully virtual d. Fully Virtual Cohort at KHS e. Dedicated teachers for fully virtual students at KCS (dependent on staffing and need) f. Instructional plan includes a combination of synchronous and asynchronous daily learning activities. i. For example daily fundations lesson in grades K-3 can be taught synchronously as the teacher leads the lesson in person, and students can work with at home kits. g. Take home kits with materials will be provided to each student in the district.

4. Staffing
a. Policy 1649 Federal Families First Coronavirus (COVID-19) Response Act b. When making staffing scheduling and assignments, the school district will comply with all applicable employment laws including, but not limited to, the American Disabilities Act (ADA) and Health Insurance Portability and Accountability Act (HIPAA), and all applicable State laws. Additionally, prior to finalizing any COVID-19 related changes for the 2020-2021 school year, school districts should also consult with the local bargaining units and legal counsel. c. Multiple leave replacements are anticipated by staff and our substitute process and compensation will likely be revisited.
5. In-Person & Hybrid Learning Environments: Roles & Responsibilities a. Details on roles and responsibilities is outlined in the District’s plan. Further details will be communicated out to all pertinent stakeholders. b. A minimum standard for engagement with recorded or live lessons. 6. Educator Roles Related to School Technology Needs a. Professional development is being planned to ensure that faculty and staff are comfortable using all virtual technology platforms. The 2020-2021 calendar has been modified to provide more professional development prior to school starting. b. Surveys have been conducted to determine at home technological needs. c. Chromebook distribution will be consistent with that of the Spring. d. Virtual platforms: Clever, Google Classroom & Meet, Seesaw, & Digital subscriptions such as Gizmos are being researched. 7. Athletics a. The district will adhere to the NJSIAA regulations.
C. Policy & Funding
1. Keyport Public Schools has explored options to obtain the maximum amount of available revenue to minimize expenditures and for fiscal planning in the face of considerable uncertainty. The options include, but are not limited to, the following: a. Elementary and Secondary School Emergency Relief Fund b. Federal Emergency Management Agency – Public Assistance; and c. State School Aid.
Ensuring the Delivery of Special Education and Related Services to Students with Disabilities:
a. The NJDOE recommends that schools districts consider the following when addressing the education of students with disabilities (IDEA) for the 2020-2021 school year: 1. The Child Study Team and Guidance will work collaboratively with the families of students determined to be medically fragile with physical or health impairments. Accommodations and modifications for such students will be prioritized with the possibility of limited in-person instruction. 2. The Child Study Team will review student data/student progress to determine whether critical skills were lost during the period in which remote instruction was being provided to students and determine the need for additional services to address learning loss. 3. The Child Study Team will consider the impact of missed services on student progress towards meeting IEP goals and objectives, and determine if additional or compensatory services are needed to address regression and recoupment of skills within a reasonable length of time. 4. Overdue and/or incomplete evaluations will be scheduled upon return to school or possibly beginning in August 2020 with consideration given to receipt of original referral. 5. The Child Study Team and Guidance will collaborate to identify students whose post secondary plans have been adversely affected by the COVID-19 pandemic, this includes students who graduated or aged out in 19-20. 6. There will be clear communication to the parents of the procedures for student referrals and evaluations to determine the eligibility for special education and related services or a 504 Plan as required by Federal and State
2. Technology & Connectivity The district will do the following: 1. Conduct a needs assessment. 2. Consider the attendant needs associated with deployment of needed technology, including student and parent training and acceptable use policy implementation. 3. Prioritize the purchase and roll-out of devices and/or connectivity that may involve learning, based on the needs assessment. 4. Accommodations for special needs must be addressed according to the appropriate needs of the student. a. If there is a device or connectivity shortage, the district should address technology challenges in theri plan. The plan should include the steps the district has already taken to address the technology divide and show the district plans to provide devices/connectivity to these students.
3. Curriculum, Instruction, and Assessment a. In planning curriculum, instruction, and assessment for reopening, our focus was on building staff capacity to deliver highly effective instruction in hybrid environments as well as preparing them to address any learning gaps that might prevent students from meeting grade-level New Jersey Student Learning Standards (NJSLS). 1. Platforms to be utilized will be: a. Class Dojo (preK-2) b. Google Classroom (grades 2 - 12) 2. New Programs/Tools to be used to support highly engaging hybrid learning: a. SeeSaw (K-2 all subjects) b. NearPod (3-12 all subjects) c. Gizmos (3-12 Math / Science Simulations) d. iReady (Modules (differentiated) for ELA and Math) e. Edpuzzle f. Screencastify 3. Diagnostic Tools a. K-8 iReady ELA and Math b. Study Sync (9-12 ELA) / LinkIt Benchmarks (9-12 Math) c. SAGES (G & T) d. DRA3 (if needed)
4. Professional Learning:
a. The school district will provide professional learning opportunities that will better equip leaders, staff, substitutes, students, and parents to adapt to altered educational environments and experiences. b. The school district must focus on the professional development. The proposed school calendar change will allow for staff to receive 4 days of PD prior to the start of the school year. c. An August Academy is being planned to support staff in learning about platforms and programs to support hybrid instructional practices.
5. Career & Technical Education (CTE)
a. If permissible by the hybrid school schedule, the Keyport Public School District is committed to maintaining the integrity and safety of approved CTE programs. b. The Office of Career Readiness has established guiding principles to help administrators and educators make informed decisions about how, when, and to what extent career and technical education can be safely offered.
