Kettering Station Quarter North Introduction Kettering Lower Street General Hospital Victoria Street Project Background Kettering Town Centre • As part of the One Public Estate (OPE) Phase 7 the Northamptonshire Property Northfjeld Avenue Partnership submitted a joint Services & Assets Delivery Plan. The plan requested capacity funding to support accelerated delivery of housing on public estate land Gipsy Lane across a number of projects, and to enable other key service-related improvements and effjciencies. One such project is the Kettering Station and Surrounds Land Release Programme, which will be delivered over a 24 month period (starting in June 2019) with multiple partners involved including Network Rail, EMR and a d a m p t o n R o N o r t h Northamptonshire County Council. Station Road London Road • The objective of this commission is to produce a Services and Assets Delivery Plan Northampton Road for Kettering Station Quarter, with the benefjt of OPE funding. The purpose of the Lake Avenue project is to formulate a Station Quarter Delivery Plan that sets out development principles for the potential delivery of car parking, improved transport Kettering Station interchange, commercial fmoor space, and housing to serve the railway station . • The Plan should also design and layout improved access and public realm for a new station plaza , accommodate integrated transport solutions within this area, and a second access point to the station from land to the west. Designs should also be provided that make provision for improvements to open space (inc. the Slade Brook) and recreation to meet needs and a potential defjcit as a result of the release of land for development. It is currently surrounded by surface level car parks, and vacant land. Confmict exists in the area between pedestrians, taxis Station entrance (Grade II listed) on station road Current access to overfmow car park being replaced by Netowrk Rail stabling facility North station car park and cars. In addition, connectivity to the railway station by bus Network Rail Maintenance Yard Houses on embankment (The Crescent) 4 5 is poor and by cycle and on foot, unattractive. There is no visual “signposting” to provide a sense of direction to the town and the 5 6 current public realm linking the station to the town centre is poor. 7 Creating a more attractive interchange and opening up Station Road to buses will revitalise the area, encourage sustainable 3 transport, and strengthen the attractiveness of the location for Current ‘station forecourt’ with no dedicated space for pedestrians Poor cycle routes connecting East/West of railway employment and housing growth within the Station Quarter, the 6 7 nearby New Residential Quarter, and rest of the town centre. 1 Kettering Station Network Rail has started construction of “rail stabling” to the south of the station. This facility will bring about the need to 4 8 replace car parking spaces lost. This brings with it an opportunity to reconfjgure the station’s car parking provision and reduce the confmict between pedestrians, cars and taxis at the forecourt of the East-West connection: uninviting road bridge station. 8 2 Network Rail Maintenance Delivery Unit and platform lengthening works Poor visual connection from town centre to station (Station Rd)
