FIVE PRESENTATION POINTS
1. EZ-Budgeting as an alternative to ZBB. 2. General Fund Revenues components. 3. Ten Year Kane County Tax Extension History 2003 through 2012 (unaudited). 4. Adopted General Fund Revenues by type for fiscal year 2013. 5. Public Service Announcement.
FIVE STEPS TO UNDERSTANDING THE EZ-BUDGET PROCESS
- 1. THERE IS FIXED AMOUNT OF REVENUE
CREATED BY THE PROPERTY TAX LEVIES
- 2. WHEN IT IS GONE IT IS GONE
- 3. YOU CAN CHASE IT
- 4. YOU CAN WRESTLE FOR IT
- 5. REFER TO STEP 2
HERE’S HOW IT WORKS IN LESS THAN 30 SECONDS…PAY ATTENTION.
STEP 1 – PROPERTY TAXES MAKE UP THE SINGLE LARGEST COMPONENT OF THE KANE COUNTY GENERAL FUND REVENUES
STEP 2 – THE COUNTY MUST MAKE SOUND FINANCIAL DECISIONS ON A TIMELY BASIS
STEP 3 – WITH LIMITED FUNDS AVAILABLE DEPARTMENTS PRESENT BUDGET OPTIONS TO FUND THE SERVICES THEY PROVIDE
STEP 4 – THERE IS NEVER ENOUGH MONEY TO FUND EVERY WORTHWHILE PROJECT
STEP 5 – ONCE THE GENERAL FUND BUDGET IS ADOPTED, EVERY DOLLAR OF TAX REVENUES HAS BEEN APPROPRIATED
IN REALITY BUDGETING IS A MUCH MORE COMPLEX PROCESS. THE FOLLOWING SLIDES ILLUSTRATE THE FUNDS INVOLVED WITH JUST THE PROPERTY TAX LEVIES IN THE KANE COUNTY BUDGET.

PUBLIC SERVICE ANNOUNCEMENT
May is a month filled with holidays and special events. May Day, Cinco de Mayo, the Kentucky Derby, Mother’s Day, Armed Forces Day, the Indianapolis 500 and Memorial Day all have their very own day. As you are no doubt aware, May is also International Internal Audit Awareness
- Month. This PSA is simply a courtesy
reminder that it is not too early to begin shopping for a greeting card for your favorite auditor. Occasionally the local card shop owners fail to order enough Internal Audit Awareness Month cards to meet the overwhelming demand. So, you are advised to plan ahead, and avoid those long lines of last minute shoppers.
SUGGESTED WORDING FOR PROCLAMATION (DRAFT SUBJECT TO CHANGE) WHEREAS, internal auditing is a vital part of strengthening organizations and protecting stakeholders of both the public and private sectors; and WHEREAS, internal auditing helps identify and manage the organization’s risks and ensure policies, procedures, and controls are in place and working appropriately; and WHEREAS, internal auditing is an increasingly sophisticated and complex activity requiring specialized knowledge, training, and education; and WHEREAS, internal auditing is an established profession, led by The Institute of Internal Auditors, with a globally recognized code of ethics and International Standards for the Professional Practice of Internal Auditing; and WHEREAS, the contribution of internal auditors to the success of organizations and the global economy at large deserves our recognition and commendations; NOW THEREFORE, I Chris Lauzen, Kane County Board Chairman, do hereby proclaim the Month of May as International Internal Audit Awareness Month, I hereby extend greetings and best wishes to all observing International Internal Audit Awareness Month, and I invite the citizens of Kane County to join me in recognizing professional internal auditors for the contributions. IN WITNESS THEREOF, I have here unto set my hand this 14th day of May, in the year 2013.
