  2. BSCC Title 15 Sec. 1322 Child Supervision Staff Orientation and Training. • The Juvenile Justice Center Continues to meet Title 15 Min. Standards • On-call staff requirement • Section 1322. Child Supervision Staff Orientation and Training. • (a) Prior to assuming any responsibilities each child supervision staff member shall be properly oriented to his/her duties, including: • (1) child supervision duties; • (2) scope of decisions he/she shall make; • (3) the identity of his/her supervisor; • (4) the identity of persons who are responsible to him/her; • (5) persons to contact for decisions that are beyond his or her responsibility; and • (6) ethical responsibilities. • (b) Prior to assuming responsibility for the supervision of minors, each child supervision staff member shall receive a minimum of 40 hours of facility specific orientation, including:

BSCC Title 15 Sec. 1322 JJC Child Supervision Staff Orientation and Training. • (1) individual and group supervision techniques; • (2) regulations and policies relating to discipline and basic rights of minors pursuant to law and the provisions of this chapter; • (3) basic health, sanitation and safety measures; • (4) suicide prevention and response to suicide attempts • (5) policies regarding use of force, mechanical and physical restraints; • (6) procedures to follow in the event of emergencies; • (7) routine security measures; • (8) crisis intervention and mental health referrals to mental health services; • (9) documentation; and • (10) fire/life safety training • (c) Prior to assuming primary responsibility for supervision of minors, each child supervision staff member shall successfully complete the requirements of the Juvenile Corrections Officer Core Course pursuant to Penal Code Section 6035.

  4. JJC Counselor Training Requirement • Required staffing for all new JJC staff • 40 hour facility specific orientation training –training conducted prior to staff being assigned to work a regular shift • New On-call staff Requirement: 24 hour yearly training – Same training requirement fops Staff Breakdown of required training: JCO CORE – 160 Hours PC 832– 40 hours Yearly BSCC training min. 24 hours Total training hours 224 hours

  5. BSCC Title 15 Sec. 1321 Staffing • Section 1321. Staffing. • Each juvenile facility shall: • (a) have an adequate number of personnel sufficient to carry out its program, to provide for safety and security of youth and staff, and meet established standards and regulations; • (b) ensure that no required services shall be denied because of insufficient numbers of staff on duty absent exigent circumstances; • (c) have a sufficient number of supervisory level staff to ensure adequate supervision of all staff members; • (d) have a clearly identified person on duty at all times who is responsible for operations and activities and has completed the Juvenile Corrections Officer Core Course and PC 832 training; • (e) have at least one staff member present on each living unit whenever there is a youth or youth in the living unit;

Hours are managed by “rolling” work hours throughout the year.

  7. Process to Address Assaultive Youth • Incident Reports collected by JJC and forwarded to Probation. • Probation reviews and forwards reports to District Attorney’s Office • DA determines whether to file charges or not. • If DA decides to file a petition, case goes thru the adjudication process. • Charges may be held in abeyance up to one year for a misdemeanor and 3 years for a felony.
