  3. NASCSP Legislative Update Appropriations • Energy & Water Bill Passed House last week • Part of 4 bill Minibus (Labor-HHS, Energy & Water, Defense, Foreign Operations) • $290 for WAP a $33 M increase over FY 2019 • Senate still working on appropriations • Probably wont see numbers until mid July • Could be flat with 2019 ($257 million)

  4. NASCSP Legislative Update Reauthorization • Senate version of the bill has seen no activity • House version has had 2 hearings so far • Passed out of subcommittee in May • Headed to full committee markup in July (not yet scheduled) • NASCSP being asked to review potential amendments

  5. NASCSP Legislative Update WAP Capitol Hill Event – July 24 th , 11am-3pm • Weatherization Expo • NASCSP-Energy OutWest partnership • Several WAP program managers • Technology demonstrations from Virginia CHP training center • Goal: Educate members of Congress about WAP, keep WAP fresh in minds of policy makers headed into August break

  6. HUD 2019 Lead Hazard Reduction Grant Program  Notice of funding announcement posted on 6/25. Applications due 8/9.  $324 Million in Funding Available to state, county, and city jurisdictions. A lot more funding than typically available.  Total Lead-Based Paint Hazard Reduction Grants & Healthy Homes Supplemental Funds  “…promote the integration of this grant program with housing rehabilitation, property maintenance, weatherization, healthy homes initiatives, and housing- related health hazard interventions”  Opportunity for partnership with another state office or department  Opportunity for partnership with subgrantee at local government View the announcement and more information here.

  7. Potential Resiliency Pilot Projects Institute for Building Technology Safety (IBTS)  Post-disaster elevation projects co-funded by the National Flood Insurance Program (NFIP) and FEMA mitigation program and/or HUD CDBG-DR;  Seismic reinforcement funded by FEMA pre-disaster mitigation dollars;  High wind mitigation in hurricane-prone or struck communities funded by FEMA mitigation and/or HUD CDBG-DR dollars; and  Community and neighborhood improvement projects, both pre- and post- disaster in coordination with HUD CDBG and available funding. NASCSP Member Portal- Peer-to-Peer Requests  Recent Peer-to-Peer Request on Technical Monitoring and Staffing Policies  21 Responses with 85.71% of respondents indicated that their states have customized audit field data collection forms and safety protocols.  68% of respondents reported that their state possesses customized, written guidance for field data collection and energy audit software.  To see the entire summary, along with other Peer-to-Peer Requests, log on to the member portal.

NASCSP Member Portal- Peer-to-Peer Requests Recent Peer-to-Peer Request on Owner  Contributions to Multifamily buildings  26 States/ territories responded.  11 states require a landlord/ owner contribution while 15 do not require one.  Note that in some states the required owner contribution only applies to certain measures or building types.  To see the entire summary, along with other Peer-to-Peer Requests, log on to the member portal. Subgrantee ACSI Survey WAP Memo 52 – June 11, 2019  Survey opened June 18 and will close July 16, 2019  Encourage Subgrantees to check spam and quarantine folders  It is also important that the person who receives the survey not forward it as this makes it inoperable As of June 20, 112 Subgrantees completed the survey

  12. 2019 DOE Awards 44 of 57 Grantees have signed awards  All April 1 states awarded by April 1  Remaining July 1 states in various stages of review
