UPDATE: 2019 & 2020 OFL and ABC

3

Year ABC OFL 2019 57,003 mt 73,421 mt 2020 46,028 mt 59,447 mt

 OFL and ABC estimates for FY 2019 are similar to

the FY 2018 values approved by the SSC.

 Estimates for FY 2020 represent a decline from the

record high levels observed in recent years.

 This decline is attributed to the extraordinarily large

2012 and 2013 year classes recruiting to the fishery and the absence of strong recruitment in subsequent years.

Specification Discussion

Presentations:

 2018 Fishery Information  SAMS model runs and outputs – Dr. Dvora Hart  Economic scenarios  FW30 specification considerations

Several anticipated outcomes from this meeting:

 See memo from Committee Chair

Vincent Balzano

 Also Doc. 3a  Focus on recommending alternatives for FW30

Specifications for 2019

NOTE: All projections use the same spatial management configuration for open bottom.

 Mix and match open area F rates with access area

  • scenarios. Consider:

 DAS (landings) associated with each open area F  Total pounds coming from rotational areas

 Outcome: Interpret a wider range of options than

just the projection runs that were completed.

 See example on next slide.

Default Measures for 2020

 Standard Default Measures:

 Default specifications: Set DAS and LAGC IFQ quotas at 75%

  • r previous years allocations.

 Allocate 5.5% of access area allocations to the LAGC IFQ

component for access area fishing.  Council can deviate from this formula.  AP and Committee: You may wish to identify Access

Areas to be included as part of 2020 default measures.

 The PDT recommends considering access to the NLS-West,

the MAAA, or both.

slide-18
SLIDE 18

18

NGOM Measures

Document 3a & 3b for more details. No change to how the NGOM area is managed →

FW29.

Overall TAC, capping total removals. Same formula for splitting the TAC. (first 70k to

GC, then 50/50 split)

LA share available for RSA fishing.

slide-19
SLIDE 19

19

NGOM TAC Setting:

Anticipated Outcome (need motion)

Identify FTARGET rates for TAC setting, and the range

  • f areas that are used to calculate the TAC.

 PDT Recommends:

  • 1. Consider setting NGOM TAC using F=0.2 or F=0.25.
  • 2. Develop TAC using estimates of areas that are likely to

be fished.

  • 3. Consider setting default measures at conservative level

(or zero)

Action Plan: FW30

Specifications and Standard Default Measures

GOAL: New specs in place by April 1, 2019

Include standard default measures

Scallop benchmark → New reference points Current Draft Plan:

FW30 would be in streamlined action

Other measures would be addressed in a separate Framework or Amendment

Council can work on multiple actions at the same time.

FWs and Amendments can be focused and streamlined.

Anticipated Outcomes. The AP and Committee may wish to identify potential 2019 work priorities. This will not be the last

  • pportunity to discuss work for next year.

The Council will take final action on 2019 priorities in December.

PDT Input (continued)

 Measures to address DAS and IFQ carryover  STRIKE: Gear modifications to protect small scallops  Adjustments to the scallop industry funded observer

program (NGOM coverage, etc)

 PDT recommends addressing LAGC NGOM observer

coverage under the NGOM priority. NO IFO mechanism to support coverage in this area.

 NGOM: Consider options for RSA in the NGOM.

27

slide-28
SLIDE 28

Staff Input

 Progress made toward addressing majority of 2018

work priorities. Minimal progress on some issues.

 Potential to carryover 2018 issues (NGOM)

 4 new priorities added to list.  Opportunities to reduce the list?

 EX: Consolidate OHA2 and rotational management
