Jobs for Victoria Statement

  • The 2016/17 State Budget committed $12.3 billion to build schools, upgrade hospitals and health

facilities, expand the rail network and cut congestion

  • These investments will directly create more than 15,000 jobs in the short term and stimulate growth

in the long term

  • The government is also supporting Victorian businesses with real potential to expand into new

markets and develop new products, generating even more jobs into the future

  • Jobs Victoria will underpin the governments approach to economic growth and public infrastructure

investment to ensure that disadvantaged Victorians are not left behind

  • Through the Major Project Skills Guarantee the government is committed to employing 10%

apprentices, trainees and engineering cadets for all government construction, infrastructure, civil engineering and capital projects valued at more than $20 million

Jobs Victoria

  • Jobs Victoria and the Jobs Victoria Employment Network has been designed based on the

findings of the State Government Employment Programs review, which was completed in November 2015

  • $53 million in 2016-17 budget
  • Jobs Victoria will provide targeted support services for people looking for work and for employers

looking for workers.

  • Jobs Victoria will consolidate all Victorian employment services into one system making it easier

for jobseekers to access the help they need to get to work

  • The aim is that disadvantaged jobseekers will benefit from a more coordinated and streamlined

approach that not only increases work readiness but also results in sustainable employment

  • utcomes.
  • JVEN will be the centrepiece of Jobs Victoria, providing place-based support to disadvantaged

jobseekers who are falling through the gaps

Jobs Victoria Employment Network (JVEN)

  • JVEN is a key initiative of Jobs Victoria
  • It will significantly expand employment assistance to disadvantaged jobseekers
  • Through JVEN, the Victorian Government will provide additional resources in

communities across Victoria to assist unemployed people into work

  • JVEN funding will provide flexible, responsive assistance to unemployed

Victorians who struggle to gain a foothold in the labour market

  • A key component of the program will be its close engagement with employers

gain and retain employment, contributing to increased social and economic inclusion and assisting Victorian businesses to meet their skills and labour needs.

The Network

  • JVEN providers will be working collaboratively with each other
  • The department will facilitate opportunities for providers to come

together and discuss the success of their initiatives and jointly address any issues that organisations are having in common

state government services to JVEN

potential vacancies to providers through the network

JVEN services

  • Flexible, tailored services to address the needs of disadvantaged jobseekers &

achieve job placements. Services could include:

  • Job search support and mentoring
  • Work preparation
  • Active engagement with employers, industry and trade unions to

identify vacancies

  • Job matching and placement
  • Post-employment support to jobseekers and employers
  • Personal support to address non-vocational barriers
  • Referral to training and/or literacy and numeracy support, if required
  • The program enables providers to identify the needs of specific jobseekers to

achieve sustainable employment outcomes.

Specialist multicultural services

  • Additional funding for 300 culturally diverse jobseekers
  • Priority delivery to disengaged young people who need assistance to

become work ready

  • Jobseekers from refugee or asylum seeker backgrounds are also a

priority group

  • Applications targeting other groups of culturally diverse jobseekers and
  • ther locations will be considered where applicants demonstrate high

needs

JVEN outcomes

  • All organisations will be contracted to achieve sustainable employment
  • utcomes (26 weeks)
  • A sustainable employment outcome is defined as placement of a

jobseeker into ongoing employment for at least 30 hours per week over 26 weeks

  • Part-time employment (15-29 hours per week) will be accepted as
  • utcomes where it meets the needs of particular jobseekers and/or a

particular industry

  • Providers will be required to submit evidence of employment outcomes

Jobseeker eligibility

This program will provide assistance to Victorian jobseekers who are either long-term unemployed (6 months plus) or at risk of long term unemployment or lack adequate support through other services:

  • Unemployed people who face labour market disadvantage and need

assistance to gain employment but are ineligible for full Commonwealth employment services

  • Disadvantaged jobseekers who are eligible for full Commonwealth job

services but have complex barriers to employment and are either referred by other State Government services or are designated as a priority target group

Programs that will support JVEN delivery

  • Back to Work Scheme – offers financial assistance to employers who employ

disadvantaged jobseekers in ongoing roles

  • Victorian Training Guarantee – provides government subsidised training

places for people who meet the eligibility criteria

  • Major Projects Skills Guarantee – requires contractors to engage apprentices,

trainees and engineering cadets for at least 10% of total project hours

  • Workforce Engagement – Jobs Victoria Workforce Engagement specialists will

liaise with employers to assist them in their workforce needs. They will bring providers and employers together to place jobseekers into employment

  • Digital Engagement – is a component of Jobs Victoria and will be developed to

engage with and provide information to jobseekers through social media and

  • ther digital channels

Referrals – a case study

  • The Department of Health and Human Services Out of Home Care Service referred Sam to JVEN

in Footscray.

  • Sam attended their Job Ready program.
  • He was then referred to the Group Training Organisation partnering in the JVEN as a member of

the consortia.

  • Sam has now been working for three months at Jacko’s Electrical Company and is doing really

well.

  • Through post-placement support the JVEN Case Manager identified that Sam’s ability to arrive at

work on time, especially at other sites, was unpredictable due to his reliance on public transport.

  • Sam’s JVEN Case Manager catches up with him every fortnight and talks about work and life.

Funding

  • Round 1 - $25 million
  • 2016/17 Budget target of 350 jobseekers to achieve a sustainable

  • Applications may seek multi-year funding with services to be delivered

Eligibility

  • To be eligible an organisation must be:
  • Incorporated with an ABN
  • Significant organisational presence in Vic
  • Sufficient dedicated resources to deliver services
  • jobactive providers will only be considered for funding in areas outside of the

Employment Region/s for which they have a jobactive contract.

  • Any organisation with a contract for services under Commonwealth or State

government programs must demonstrate how the funding will not duplicate and will result in additional services.

  • Applications from consortia will be preferred. A lead organisation will need to be

identified in the application.

The application process

  • Applications need to be submitted electronically via the Business

Victoria website www.business.vic.gov.au/jobsvictoria

  • Applications must address the selection criteria and:
  • Identify the cohort(s) that will be targeted
  • Provide evidence of employment opportunities in local industry

sectors

  • Demonstrate strong partnerships with businesses in those

sectors

  • Applications will need to clearly articulate the proposed method of

delivery, partnerships, collaboration with existing services and linkages to industry/employers.

The assessment process

  • Stage One – Applications will be assessed against the Selection Criteria as
  • utlined in the Program Guidelines. A Financial Risk Assessment will also be

undertaken by the department’s grant management unit

  • Stage Two – Local advice will be sought from regional teams regarding

duplication, complementarity and viability of outcomes. Departmental staff will then assess all applications as a package

  • Stage Three – Recommended applications will be reviewed by an

interdepartmental committee to identify any issues such as duplication of services

  • Stage Four – All recommendations will be forwarded to the Minister for

Employment who will determine the final approvals and allocation of grant funding
