Article 8: Contingent Clause
In year 3 or 4, under an unlikely, worst case scenario:
- If Illinois does not provide the minimum education funding
as required by law or pension costs exceed $3.6 million; and
- If neither party terminates the contract, employees will
receive their pay increases. Only change is employees electing insurance would be enrolled in VHSA plan on January 1, 2022. This same contingency clause is also in the IPEA contract. IPCA

- Blue Choice PPO narrow network added as a voluntary option.
- Insurance committee sets the annual insurance premiums, not
the bargaining team. The committee given authority to increase District annual contribution to the VHSA (currently $1,000 Employee/$2,000 Family).
- Active open enrollment every year (everyone must go on
BSwift each year to elect benefits). Those who do not choose a benefit plan will be put on VHSA plan for the next year.
Article 8: Compensations & Fringe Benefits

- Prescription Drug formulary converts to a closed formulary list. Closed
formulary excludes certain drugs to protect the plan from aggressive pricing
- practices. All therapeutic medications will have an alternative option for
participants to utilize. Participants can appeal any prescription drug that is excluded from the list in the case of medical necessity.
- Benefits Advisor added:
- For elective, non-emergency scheduled procedures only, call BC/BS for
list of providers and cost options for procedure(s); ▪ Other than call, there is no requirement to choose lower cost
- ption(s). If a lower cost option is chosen, the employee will
receive a check for a portion of the savings up to $500.
- OPTIONAL and voluntary for 2019 and 2020 (years 1 and 2);
- REQUIRED for 2021 and 2022 (years 3 and 4) (with $250 penalty)

Contract enhancements
- Section 16.01 D (old C): Assistant who changes to
secretary position will be placed on secretary schedule and paid no less than 50 cents/hr more.
- Section 16.05:
- Clerks/assistants who sub for a secretary will be
paid no less than Step 5 of Secretary schedule.
- Assistants who sub for a licensed teacher will
be paid teacher sub rate PLUS $14 per day ($114 per day; $57 for ½ day; $16.29 per hour).

16.19: Retirement
Notice during 2018-19 school Year: Employee can retire
during 2018-19, 2019-20 or 2020-21 school year with ALL retirement benefits, including post-retirement insurance at current contract 90/10 contribution rate.
Notice during 2019-20 school year: Employee can retire
during the 2019-20 or 2020-21 school year with ALL retirement benefits, including post-retirement insurance at 50/50.

Starting 2021-22 school year, employees who give 90 day notice of retirement shall be entitled to a new Retirement Service Recognition as follows:
- 10-14 years District employment: $3,000
- 15-19 years District employment: $6,000
- 20 + years District employment: $9,000
