WHAT IFNA’S FOCUS

  • 1. Actions on the ground:
  • Extend the ongoing efforts on nutrition improvement into concrete

actions on the ground and capacity development of the actors

  • 2. Agriculture integration into the multi-sectoral nutrition approach:
  • Promote a multi-sectoral approach putting emphasis on integration
  • f agriculture, which tends to be isolated in the past
  • 3. Mutual learning:
  • Maximize the efficiency of intervention by sharing the lessons and

experiences through peer-learning among countries to deliver successful cases to the entire continent

  • 4. Generation of more evidence:
  • Generate evidence on effective nutrition interventions, focusing

especially on “multisector coordination mechanism” and “food based approach”

  • 5. Advocacy for nutrition mainstreaming:
  • Contribute to mainstreaming nutrition to create an enabling

environment through advocacy activities.

WHY MULTI- SECT . COLLABO RATION The determinants of malnutrition are multisectoral

The immediate causes : related to dietary intake and to health. Health sector interventions are needed (Nutrition-specific) The underlying causes : embedded in the household and community level context in which undernutrition occurs Agriculture, WASH, Education, Social Protection interventions are needed (Nutrition-sensitive) Conceptual framework of malnutrition by UNICEF

Development IFNA Country Strategy for Actions (ICSA)

  • ICSA is a strategic guidance to support country’s own initiative to

improve nutrition on the ground through multisectoral approach

  • ICSA supports aligning process between the needs on the ground and

different resources each gov’t and development partners may have in a participatory manner Important to note: ICSA development is a process of prioritization in terms of identifying the focus area (both geographical and nutrition issue) and a set pf potential intervention highlighting specific nutrient(s). Thus it does not mean to hinder nor discourage gov’t /stakeholders to take multisectoral nutrition actions in other areas, rather encourage to replicate analysis in the same/similar context and/or to adopt ICSA process in other areas.

Development concept & needs/resource alignment

  • Based on ICSA the gov’t is expected to develop a project concept realizing

policy framework into action. The alignment of needs and resources will be done while concept development is done.

Action design and implementation, M&E

  • Once concept is accepted and the alignment b/w the needs and resources are made

sure, the gov’t is expected to design the project to implement it on the ground.

Country example: Madagascar

High-Level Forum on Early Childhood Nutrition in Southern Africa, October 2-3, Maseru, Lesotho

Current issues: Stunting of 47.3% of children under 5 in 2012 because of food quantity and feeding quality 31% of the population being in food insecurity condition in 2012 Multi-stakeholder/sectors actions in coordinated manner World Bank (Health) as base project

  • JICA (Nutrition)
  • FAO and IFAD (Agric)

Priority setting through ICSA process

  • 1. Nutrition issues: Identified Stunting, anemia and complementary

feeding

  • 2. Geographycal areas: Identified 3 locations (Itasy, Amoron'i Mania

and Vakinankaratra)
