  • County Spatial Plan (CSP)- Lamu is the first

county to develop CSP

productive and sustainable – agriculture, forest, livestock, wildlife, industries, housing,

social safeguards.

alternative energy sources- solar, cooking gas, wind energy and biogas

GOVERNANCE CHALLENGES

  • Inadequate personnel in the department to handle many

issues of climate change

  • Lack of technical skills and capacity
  • Low budgetary allocation from the National

Government to Lamu County(least)

  • Lack of political will to allocated more funds to

environmental issues-

  • More funds is allocated to tangible projects as opposed

to intangible CC issues

  • Lack of information and relevant data on the effects and

impacts of CC

  • Lack of coordination and collaboration among

key sectors involved in CC issues –NEMA,KFS, KWS, KERRA, KENHA, Public Health, Dept Water, etc.

  • Lack of policies, regulations and plans to address

  • Absence of NGOs operating in the county dealing

with environmental issues to provide support
