What is IWD’s Role?

  • Providing expertise in what the workplace needs and how to

access the right people at the right time for the right job – Over 90% of businesses in Manitoba are small and medium – sized enterprises who need skilled labour but who do not have the internal capacity to excel at human resource systems or training

  • Engaging employers is critical and necessary to ensuring that

more Manitobans, particularly those with historical barriers, successfully transition to the workplace

  • Facilitating the advancement of existing workers to maximize

their career and earning potential and to open up entry level jobs

ES Service Delivery Concepts

Manitobans will have the Essential Skills they need for work..

  • Underlying Principles:
  • The right assessment is required: assessment method is asset

identification resulting in learning plans which are action steps to achieving employment/training goals

  • Often use portfolio methods with multi-barriered clients
  • Training design based on employer requirements
  • Training is tightly focused on the Essential Skills needed@work

Employment Income Assistance

Winnipeg Rebound Program Priority Need

  • Client engagement and assessment for employment goals

Response

  • Implemented one week portfolio and ES assessment program
  • Some clients went on to 12-week ES and employability skills training

Outcomes

  • Retention of 97% in one-week program (149 participants)
  • 149 participants from Career Launcher and Career Booster. One year

later, 73 were contacted:

– 48 working either PT or FT (66%) – 14 training or upgrading (19%) – Combined working or training – 85% of the 73 individuals – 11 remain unemployed – 15%
