  2. Agenda Welcome address Minister Dean Nalder, MLA Project Overview Project Director - Ray Seman Geotechnical and Tunnelling Geotechnical Manager - Eric Hudson-Smith Procurement and Commercial Delivery Manager - Dave Thomas Q&A Session

  3. Industry briefing: purpose • The briefing heralds the start of the procurement process for the $2 billion Forrestfield-Airport Link. • Provides insight to the projects planning, purpose and contract details. • Leads into industry engagement to fulfil the aim of appointing main contractor in 2016. • Interactive Q&A session with presenters. • All material will be available online post-event.

  4. Hon. Dean Nalder, MLA. Minister for Transport, Finance.

  5. Project Overview

  6. Location and Scope • 8km twin bored tunnels through soft ground conditions • Tunnelling beneath Swan River and operating Perth Airport • Cross passages and egress shafts • Rail infrastructure and operating systems Three new stations • Airport West Station • Consolidated Airport Station • Forrestfield Station

  7. Three new stations; two underground

  8. Timing Procurement, contract award, construction, completion • Industry Briefing Perth, November 14, 2014 • Expressions of Interest called Early 2015 • Requests for Proposal released Mid 2015 • Contract award Mid 2016 • Trains running 2020 Delivery Model Single contract for Design and Construct • Responsibility for commissioning • Elements of maintenance • Excludes rollingstock (trains and buses)

  9. Concept of operations Integration • Rail extension required to integrate with broader suburban system • Consider next generation of signalling and communications technology Business as usual • Standard rail treatments with overhead AC traction power • Current rollingstock • Known technologies and control systems

  10. Tunnels and rail Twin bored tunnels, new track to Forrestfield • Internal diameter – 6.2m • Nine cross passages, three with egress shafts to ground level • Waterproofing • Rigid Conductor Rail for overhead traction power Rollingstock • Included in project budget - not supplied by contractor • Forrestfield Line serviced by existing rollingstock

  11. Stations • Platform lengths to accommodate 6 car trains • Anticipate island platforms at each station • Integration concepts subject to consultation Concept design only Station features • Airport West Station - shallow underground station, bus interchange and parking for 500-1,000 cars. Airport indicative design 2020 • Consolidated Airport Station - deeper station, on Commonwealth land, constructed with Perth Airport works. • Forrestfield Station - at grade station with stowage, bus interchange and parking for up to 2,500 cars. Concept design only

  12. Perth Airport Relationship • Executive, technical and approvals working groups • Developing Heads of Agreement Current matters • Land access during construction and operations • Approvals processes including the Commonwealth authorities • Interaction with planned airport works Future considerations • Use of tunnel and station spoil material • Interface with airport security and emergency services

  13. Early works Forrestfield • Service relocations • Supply of construction power • Road reconfigurations Bayswater • Optic fibre to East Perth

  14. Site availability • Main site at Forrestfield • Additional areas at Bayswater, Brearley Ave and on Airport land. • Less constrained outside Airport Utilities Work underway • Utility survey throughout • Preparation of a 3D model

  15. Current team • PTA project staff: 40 in total • Technical Advisors: Various consultancies - local and international multidisciplinary • Legal Advisor: State Solicitor’s Office and Allens Linklaters • Probity Auditor: Braxford Consultancy Current activities • Reference Design • Land acquisition • Scope of Works and • Project Deed Technical Criteria • Airport processes • Regulatory approvals

  16. Buy local application Encourages engagement with local industry • Will apply to main contract • More information see: State Supply Commission website Further resources Contract award During contract • Technical review • Design review • Commercial risk • Commercial support • Other specialist advisors

  17. Geotechnical and Tunnelling

  18. Likely phases of geotechnical investigations A staged program is underway

  19. Phase 2 Geotechnical Scope • Over 400 boreholes, cone penetrometer tests and test pits at around 50m spacing, including barge drilling in Swan River • Spoil reuse study • Geophysics trial • Pump testing, long term groundwater level monitoring in aquifers • Laboratory testing including abrasion and frozen soil testing • Collection of foundation information on existing facilities

  20. Phase 2 Geotechnical Scope, continued • Geological and hydrogeological models of route • Preliminary assessment of construction impacts on nearby facilities (e.g. deep foundation element construction, aquifer drawdown and excavation) • Ground gas monitoring • Review of man-made obstructions to tunnelling Dulles International Airport, 2005-2008: TBM settlement trough

  21. Preliminary geotechnical findings Modelling, monitoring and groundwater • Geological model – Common Perth units and Ascot Formation (calcareous sand to calcarenite cobbles) • Dewatering and recharge (Leaky aquifer system) • Minor ground movement and low levels of associated impact are likely, provided good practice and no major incidents occur during critical works stages • 1M m 3 spoil - potentially suitable for re-use • Comprehensive baseline and construction monitoring

  22. Ground Conditions- near Consolidated Airport Station Current as at 11 November, 2014

  23. Ground Conditions- across Swan River valley Current as at 11 November, 2014

  24. Aquifer behaviour Leaky aquifer system

  25. Environmental investigation phases Preliminary site investigation complete Ongoing studies: • Detailed Site Investigation - Acid Sulphate Soils and soil and groundwater quality • Baseline environmental monitoring • Private bore survey • Heritage survey

  26. Preliminary environmental findings • No significant contamination expected in bulk excavations • All geological unit are Potentially Acid Sulphate Soils (PASS) to varying degrees • Potential nearby off-site sources of groundwater contamination are being investigated • Nearby sensitive environmental receptors identified

  27. Likely construction methods • Bored Tunnelling – Slurry vs EPB TBM. • Diaphragm Walls - Stations and dives • Stations - top down, bottom up Tunnel boring machine

  28. Likely construction methods • Dewatering, recharge and monitoring borefields

  29. Likely construction methods • Ground improvement – Jet grouting, deep/cutter soil mixing

  30. Likely construction methods- cross passages

  31. Likely construction methods- ground freezing

  32. Risk management strategies Planning, reporting and scoping Ground Conditions • Thorough, staged investigations and reporting by PTA • Involvement of prospective and actual tenderers in scoping • Full disclosure of data • Ground Condition Risk Register • Geotechnical Interpretive Report Dulles International Airport, 2005-2008

  33. Risk management strategies Investigate and monitor Ground movement impacts • Preliminary studies by PTA - drawdown and ground movement impacts • Baseline monitoring of critical infrastructure by PTA (inSAR, laser scan, tower) • Instrumentation and Monitoring Plan • Ground Movement Impact Plan Perth Airport control tower

  34. Procurement and Commercial

  35. Main Works contract Form of contract 2016 Site works • lump sum, ‘design & construct’ (D&C) contract commence • purpose-built deed 2017 Includes all major works Tunnelling commences • tunnels, station boxes, all civils works • tunnel and station fit out and services 2019 • track Tunnelling complete • rail systems (e.g. signalling, communications, power) • some maintenance 2020 Rail line Note opens • advertised through Tenders WA website • State does not intend to contribute to bid costs

  36. Early Works contracts To be delivered in advance of the Main Works contract • relocation of some significant utilities • construction power connection at Forrestfield Additionally • communications link from Bayswater Junction to CBD

  37. Timetable – Main Works Procurement timetable

  38. Risk allocation Typical D&C contract
