Market analysis

  • The total estimated turnover of the cleaning service industry for 2010

was €81 billion for the EU27 (Eurostat, 2010)

  • It is estimated that the total value of cleaning supplies production in

the EU28, Norway and Switzerland is €572 million

  • The cleaning industry structure in Europe is characterised by a large

proportion of very small companies. 202 000 cleaning companies are present in Europe, of which 75% employ fewer than 10 people (Eurostat, 2010; EFCI, 2012).

Status of cleaning sector

  • During the 1st NAP, the criteria became mandatory during the 2nd year

(2013) of implementation.

  • Locally CAs found difficulties in verifying compliance
  • The Commission has decided to revise the product group and

broaden its scope.

  • The 2nd NAP continues to give a mandatory status to this product

group

  • Routine indoor professional cleaning services performed in areas that

include offices and other publicly accessible areas.

  • Does not include:
  • Disinfection and sanitisation activities
  • Cleaning activities that include the use of biocidal products

Use of ecolabelled cleaning products

  • The following types of cleaning products [list to be defined by the

Contracting Authority- such as all-purpose cleaners] must be compliant with criterion 1 and criterion 4 of the EU Ecolabel.

  • Criterion 1 – toxicity to aquatic organisms
  • Criterion 4 – excluded and restricted substances
  • Bidders must supply a list of the cleaning products that will be used

and provide documentation proving their compliance.

  • At least 50-75% of all textile

cleaning accessories (cloths, mop heads) must be made of microfiber.

  • Microfiber accessories use less

chemicals and less water, last longer and are lighter

  • Product maintenance should be

supported by the product technical data sheet indicating product use and washing instructions.

Environmental management measures and practices

  • The tenderer must have operational procedures to monitor a set of
  • indicators. The minimum monitoring frequency required must be at

least once every 4 months for a representative day.

  • amount of cleaning products used
  • cleaning accessories used
  • amount of water used and location of water discharge
  • power equipment used and duration of use
  • amount of solid waste generated as part of cleaning tasks

  • At least 70% of all hand soap, by

volume at purchase, to be provided to the contracting authority must meet the technical requirements of the EU Ecolabel for rinse-off cosmetic products

Local cleaning tenders

  • Locally cleaning tenders have to be issued with the BPQR – PPN 25
  • Award criteria being utilised at present:
  • 1. Monthly report template to illustrate the number of hours rendered

in cleaning services per location for the respective month.

  • 2. Health and Safety clothing and equipment to be worn by the

cleaners

  • 3. Evidence that the EO is an equal opportunities employer

GPP award criteria:

CA’s have a choice of 5 award criteria:

  • Use of concentrated undiluted cleaning products
  • Use of microfiber products
  • Use of ecolabelled cleaning accessories
  • Environmental management systems
  • Energy efficiency of vacuum cleaners

  • Points will be awarded to

cleaning products with a minimum dilution rate of 1:80.

  • Bidders need to supply

documentation on the dilution rate (safety data sheets, user instruction etc.)

Environmental management systems

  • Points will be awarded in proportion to the quality of the

environmental management system that tenderers commit to put in

  • place. The following should be taken into account:
  • Identification of the direct and indirect environmental aspects and

identification of adequate measures to minimise their impact

  • A precise action programme ensuring these are applied
  • An internal evaluation carried out annually
  • Third party evaluation by a conformity assessment body

tenders in which a percentage of all vacuum cleaners meet the energy efficiency classes as laid down in Commission Delegated Regulation No 665/2013:

  • Class A for vacuum cleaners
