Systemic Barriers

  • Quality Teaching. SFUSD currently does not ensure that there is a stable cadre of high – quality

teachers in our highest need schools.

  • School Choice. SFUSD has a school choice system that is maintaining racial isolation in elementary

and middle schools for African American students.

  • Promotion before Mastery. Tier 1 instruction in SFUSD schools is not ensuring grade – level

performance for the vast majority of African American students in SFUSD (as measured by standardized tests, F&P, and SRI) and Tier 2 and Tier 3 interventions are not coherently deployed to serve African American students.

  • Disconnected Services. Many of SFUSD’s African American students and families require high –

quality wraparound services that address school attendance, physical and mental health, social and emotional wellness, financial and housing stability. However, SFUSD has not yet identified and resourced (financial, facilities, and human capital resources) a consistent Community Schools model to deliver these services at our highest needs sites.

  • Implicit Bias. The district has to seriously define and implement training for cultural responsiveness in

instruction in order to address racial disparities in special education and discipline.

Next Steps and Reflections

Patterns 1) Utilize continuous improvement to implement and adjust strategies 2) Embed user-centered design in any strategy formulation for African American students Process 1) Regular observations and feedback to schools with the lens of serving African American students 2) Accountability for how well we are doing in improving the educational experience of African American students Information 1) Relentlessly share what is working and how it is making a difference in the lives of our students 2) Continue annual reports, social media, BOE and community presentations Relationships 1) Partnerships with African American families and community leaders 2) Value African American leadership in all of its forms Structure 1) Maintain multi-year commitment to funding and sustaining AAALI 2) Define a strategic commitment to African American achievement in every school Identity 1) African American students and families have unique, strengths, skills, and expertise that make our schools better 2) Asset-based discourse changes outcomes
