  3. 1 Introduction to Montreal Protocol

  4. Montreal Protocol on Substances that Deplete the Ozone Layer Objective To protect the ozone layer by controlling, reducing and ultimately eliminating global emissions of Ozone Depleting Substances (ODS). Main Provisions A binding time-frame for ending production, consumption and trade of ODS. Article 5 Parties (mainly developing countries) are given more time than non-Article 5 Parties (mainly developed countries) to reduce and eliminate the use of ODS. Most successful treaty in the United Nations, which achieved universal ratification of 197 Parties.

  5. HCFCs Phase-down Schedule for Singapore • Consumption of HCFCs is reported to the Montreal Protocol’s Secretariat annually. • In 2013, National HCFCs Consumption is capped at 216 ODP Tonnes (ODPT) . Overview of Singapore’s HCFCs Phase-out Phase 1 (In 2013) • Restrict consumption of the 31 types of HCFCs that is not being imported and/or used in Singapore. • Restrict import of HCFC-based domestic refrigerators. • Cap and allocate HCFCs consumption quota. Phase 2 (2014 - 2015) • Regulate equipment containing HCFCs in 2014. • Implement 10% reduction of HCFCs consumption quota by 1 Jan 2015. Phase 3 (2016 and beyond) • Restrict the use of HCFCs and equipment containing HCFCs progressively. • Implement quota reduction according to Montreal Protocol’s schedule.

  14. HCFCs Phase-out: Cap & Allocation Framework • Quota will be allocated by ODPT ( 216 ODPT ): ‒ Annual allocation (Q4 2012 and Q4 2013). ‒ Allocate by specific type of HCFCs. • 10% of national quota (21.6 ODPT) will be restricted in accordance to Montreal Protocol’s schedule. • Quota will be allocated in Q4 2014. • Quota given to each company is confidential and will not be publicised • Quota is transferable within a company . Application for quota transfer is opened twice a year in Apr and Oct.

  15. HCFCs Phase-out: Intra-Transfer of Quota Quota allocated to Company A • R-22 quota is used up. Quota • Excess of 5 ODPT of R-141b. HCFCs ODP (ODPT) (MT) • Application to transfer 5 R-22 0.055 10 181 ODPT of R-141b to R-22. R-141b 0.11 15 136 Revised Allocation • Convert 5 ODPT to MT Quota HCFCs ODP (ODPT/ODP of R-22) (ODPT) (MT) • Quantity of R-22: R-22 0.055 15 271 5 ODPT ÷ 0.055 = 90 MT R-141b 0.11 10 90 *Note: Only applicable for companies with more than 1 allocated type of HCFCs.

  16. HCFCs Phase-out: Operational Details 1. Launch of new HCFCs Phase-out Website • Access to information on HCFCs Phase-out in Singapore • Available by end 2012 2. Allocation of Quota • Notification of quota allocated through issuance of amended licence 3. Application for Intra-Transfer of Quota • Application is opened for 30 days (in Apr and Oct annually) • Application form is available in the HCFCs Phase-out website 4. Application for Additional Quota • Subjected to quota availability • Application is opened for 30 days in Jun each year • Application form is available in the HCFCs Phase-out website and will be reviewed on a case-by-case basis

  17. HCFCs Phase-out: Operational Details 5. Tradenet Approval • Prior approval via Tradenet System must be obtained for import and/or export of all HCFCs • HCFCs are not allowed to be traded with countries that are non-Parties to the Beijing Amendment (http://ozone.unep.org/new_site/en/treaty_ratification_status.php) 6. HCFCs for Re-export Purpose • Quota allocation does not apply for HCFCs imported and/or purchased locally for re-export purpose • Original copy of Re-export Debit Authorisation (RDA) must be submitted concurrently with Tradenet Export Declaration • HCFCs intended for re-export must be exported by 31 Dec of calendar year 7. Submission of HCFCs Monthly Returns • Must be submitted by 1 st week of subsequent month through the PCLS website (http://app1.env.gov.sg/pcls/index.jsp) • Quota retraction may apply
