Montreal Protocol on Substances that Deplete the Ozone Layer

To protect the ozone layer by controlling, reducing and ultimately eliminating global emissions of Ozone Depleting Substances (ODS).

Objective

A binding time-frame for ending production, consumption and trade of ODS. Article 5 Parties (mainly developing countries) are given more time than non-Article 5 Parties (mainly developed countries) to reduce and eliminate the use of ODS.

Main Provisions Most successful treaty in the United Nations, which achieved universal ratification of 197 Parties.

Overview of Singapore’s HCFCs Phase-out

Phase 1 (In 2013)

  • Restrict consumption of the 31 types of HCFCs that is not being

imported and/or used in Singapore.

  • Restrict import of HCFC-based domestic refrigerators.
  • Cap and allocate HCFCs consumption quota.

Phase 2 (2014 - 2015)

  • Regulate equipment containing HCFCs in 2014.
  • Implement 10% reduction of HCFCs consumption quota by

1 Jan 2015. Phase 3 (2016 and beyond)

  • Restrict the use of HCFCs and equipment containing

HCFCs progressively.

  • Implement

quota reduction according to Montreal Protocol’s schedule.

HCFCs Phase-out: Cap & Allocation Framework

  • Quota is transferable within a company. Application for quota

transfer is opened twice a year in Apr and Oct.

  • Quota given to each company is confidential and will not be

publicised

  • Quota will be allocated by ODPT (216 ODPT):

‒ Annual allocation (Q4 2012 and Q4 2013). ‒ Allocate by specific type of HCFCs.

  • 10% of national quota (21.6 ODPT) will be restricted in accordance

to Montreal Protocol’s schedule.

  • Quota will be allocated in Q4 2014.
