Mobility and Transport

Where we are coming from

THIRD PACKAGE IN RETROSPECTIVE

  • Low Connectivity and low traffic numbers

Route entry and capacity controlled by Member States

  • Few choices for passengers, low competitiveness of the sector

Single designation on many international routes

  • High ticket prices, unaffordable for many

Fares agreed between airlines

A patchwork of aviation markets, governed by bilateral agreements …

A decisive Third Package set to open the market

THIRD PACKAGE IN RETROSPECTIVE

  • A Third Package to give equal opportunities to all air carriers, and finally

unleash the potential of the market

  • Opened up routes between almost all EU airports
  • Allowed for competition between carriers on the same routes
  • Enabled new entrants to emerge
  • Allowed airlines to charge the fares they wish
  • Multiplied connections thanks to freedoms of the air 5 to 8

(consecutive cabotage allowed!)

In 2008, adoption of the "Air Services Regulation" (Regulation 1008/2008).

Revision of EASA Basic Regulation

SAFETY FIRST

  • Consolidation of the current regulatory system: 'Evolution', not 'revolution';
  • Proportionality and simplification (risk priorities and performance based approach);
  • The philosophy of a 'single system';
  • Consideration of interdependencies;
  • Flexibility to accommodate future developments;
  • Technology neutral and innovation friendly.

STATE OF PLAY

  • Adoption of the proposal: 7/12/2015
  • Council endorsement (General Approach): 1/12/2016
  • So far 5 trilogues since Jan 2017.
  • * Progress has been made, but some contentious issues are still open.
  • EP & Council aim to close negotiations by the end of the year, in first reading.
