  2. Emergency The Emergency and Transitional Housing (ETH) Program gives immediate and comprehensive and shelter services to homeless persons and persons at risk of becoming homeless. The program Transitional provides funding for meals, shelter and support services to not-for-profit organizations and local Housing governments.

  3. The Homeless Prevention Program provides rental/mortgage assistance, security deposit assistance, utility assistance, approved case management, and approved supportive services to individuals and families who are in imminent danger of eviction, foreclosure or are currently homeless. Supportive services must directly Homeless relate to the prevention of homelessness. These services are provided in an effort to stabilize families in their existing homes, shorten the amount of time that individuals and families stay in shelters, and assist individuals and families with Prevention securing affordable housing. The households must document to the provider a temporary economic crisis beyond household control, by giving evidence of at least one of the following conditions: • loss of employment • medical disability or emergency • loss or delay of some form of public benefit • natural disaster • substantial change in household composition • victimization by criminal activity • illegal action by a landlord • displacement by a government or private action, or • some other condition which constitutes a hardship comparable to the other conditions enumerated above.

  4. Supportive Housing The Supportive Housing Program (SHP) provides supportive services which are delivered in conjunction with permanent and transitional housing, to low-income individuals and families who are formerly homeless or at risk of becoming homeless. Supportive services help families and individuals in the network of programs that can assist them to return to self-sufficiency. The supportive services provided by the Supportive Housing Program are those deemed necessary to move people to self-sufficiency.

  5. In FY 19 we provided 2,506,656 supportive services to 41,960 homeless individuals in the Emergency and Transitional Housing and Supportive Housing Programs. There were 3,183,621 meals served and 5,027,227 nights of Services service provided to homeless individuals across the state of Illinois. Provided in FY 19 In Homeless Prevention there were 3,722 families that were able to stay housed or were able to be placed in housing in FY 19. Homeless Prevention has an 80% success rate in keeping families housed.

Transitional shelters are permitted to charge fees for shelter services. Fees cannot exceed 30% of the adjusted households income in any one month and cannot be used as a source of match to E&TH funds
