Emergency and Transitional Housing

The Emergency and Transitional Housing (ETH) Program gives immediate and comprehensive shelter services to homeless persons and persons at risk of becoming homeless. The program provides funding for meals, shelter and support services to not-for-profit organizations and local governments.

Homeless Prevention

The Homeless Prevention Program provides rental/mortgage assistance, security deposit assistance, utility assistance, approved case management, and approved supportive services to individuals and families who are in imminent danger of eviction, foreclosure or are currently homeless. Supportive services must directly relate to the prevention of homelessness. These services are provided in an effort to stabilize families in their existing homes, shorten the amount of time that individuals and families stay in shelters, and assist individuals and families with securing affordable housing. The households must document to the provider a temporary economic crisis beyond household control, by giving evidence of at least

  • ne of the following conditions:
  • loss of employment
  • medical disability or emergency
  • loss or delay of some form of public benefit
  • natural disaster
  • substantial change in household composition
  • victimization by criminal activity
  • illegal action by a landlord
  • displacement by a government or private action, or
  • some other condition which constitutes a hardship comparable to the other

conditions enumerated above.

Supportive Housing

The Supportive Housing Program (SHP) provides supportive services which are delivered in conjunction with permanent and transitional housing, to low-income individuals and families who are formerly homeless or at risk of becoming

  • homeless. Supportive services help families and

individuals in the network of programs that can assist them to return to self-sufficiency. The supportive services provided by the Supportive Housing Program are those deemed necessary to move people to self-sufficiency.

Services Provided in FY 19

In FY 19 we provided 2,506,656 supportive services to 41,960 homeless individuals in the Emergency and Transitional Housing and Supportive Housing Programs. There were 3,183,621 meals served and 5,027,227 nights of service provided to homeless individuals across the state of Illinois. In Homeless Prevention there were 3,722 families that were able to stay housed or were able to be placed in housing in FY 19. Homeless Prevention has an 80% success rate in keeping families housed.

Reporting Portal Changes

Changes to the reporting portal include monthly financial

  • reporting. All programs in

Homeless Services are reporting their expenses on a monthly basis and are being reimbursed monthly. Service reports are still submitted

  • n a quarterly basis. Late reports

could cause your agency to go on the Department’s Stop Pay List. Going on the Stop Pay List will cause ALL payments from the State of Illinois to stop.
